I wouldn't go so far as to say "It's up for grabs"... It would be a cheap and emotionless statement especially to the Kashmiri people.
Truly unfortunate how the events in the history have put us in this situation, but if it is a genuine interest in improving the infrastructure, I wonder why the Pakistani engineers are not doing it. After all you guys have built world class Motorways inside your country and I am sure you have all the technical expertise to build your own highways.
Yes, Pakistani engineers have done wonderful development projects before. I hope you're not suggesting that just because Chinese engineers have high input in some projects, Pakistan & China are going to gang up against India? That is preposterous. Chinese engineers have worked on other development projects in Pakistan as well. Pakistan has helped shore up China's military strength as well in the past.

The Indians are especially interested in Gilgit-Baltistan because it borders Afghanistan. India badly wants a border with Afghanistan.
Whose talking about an invasion? What we fear is that India might decide to teach Pakistan a lesson and capture strategic locations inside Pakistan. If the Indians are successful in doing that, we might have to make painful concessions against India and will be forced to accept India as the Big Brother of South Asia. It will not matter what the world will say if the Indian tanks have moved in and captured 100km of our territory, they will hold the upper hand because they will be holding our land hostage.
It is simply an excuse from the Indian side that their weapons are aimed at China, they are and have always been aimed at Pakistan. Just look at the positioning of the Indian military, the cream assets of their military are deployed on their Western borders against Pakistan. Thus we are forced to ensure that we have adequate deterrence on our borders that in case the Indians act naughty, we have the necessary punch to thwart their aggressive designs.
