Your territorial waters are restricted to merely 12 Nautical miles just like any other country, which is equal to almost 23 K.M from your shoreline. Indian vessels don't have to enter Pakistani territorial waters to reach Chabahar, so Pakistan Navy can't do a Jack to our vessels in international waters.
