Saraswati is traditionally depicted wearing a white garment or Vastra - "Ya Shubhra Vastraavritaa".
In India, the traditional Vastra for women (Saari) absolutely covers the breast.
Just because somebody is wearing a necklace on her breast, it is only the ignorant perverts who would immediately start claiming that the breast is uncovered.
Anybody is free to make any painting or icon. The greatness of India is that everybody is allowed their freedom. That is why this fellow Hussain should, despite his obvious malice and ignorance, only be treated with contempt and pity, and thereafter be ignored and left to ply his trade.
