Link?In 1986/87 full throttle have been imparted to the movement by RAW while establishing 32 LTTE training camp in Kulathur, Salem district, India, By mid 1987, over 20,000 Sri Lankan Tamil insurgents had been provided sanctuary, finance, training and weapons either by the central government, state government of Tamil Nadu or by the insurgent groups themselves. While most of the initial training was confined to Indian military and paramilitary camps in Uttara Pradesh, specialized training was imparted by the Indian instructors attached to RAW to Sri Lankan insurgents in New Delhi and Bombay. The most secretive training was conducted in Chakrata, north of Dehra Dun, India’s premier military academy for training service personnel, where RAW had also imparted training to Bangladesh, Pakistan and Tibetan dissidents.

Due to various geo-political reasons (see Indian intervention in the Sri Lankan Civil War), from August 1983 to May 1987, India, through its intelligence agency
Research and Analysis Wing (RAW), provided arms, training and monetary support to 6 Sri Lankan Tamil militant groups including LTTE. During that period, 32 camps were set up all over India to train these 495 LTTE militants,[40] including 90 women who were trained in 10 batches.[41] First batch of Tigers were trained in Establishment 22 based in Chakrata, Uttarakhand. The second batch, including LTTE intelligence chief Pottu Amman,[42] trained in Himachal Pradesh. Prabakaran himself visited the first and the second batch of Tamil Tigers to see them training.[43] Eight other batches of LTTE were trained in Tamil Nadu. Ironically, Thenmozhi Rajaratnam alias Dhanu, who carried out the assassination of Rajiv Gandhi and Sivarasan—the key conspirator were among the militants trained by RAW, in Nainital, India.[44]
In April 1984, the LTTE formally joined a common militant front, the Eelam National Liberation Front (ENLF), a union between LTTE, theTamil Eelam Liberation Organization (TELO), the Eelam Revolutionary Organisation of Students (EROS), the People's Liberation Organisation of Tamil Eelam (PLOTE) and theEelam People's Revolutionary Liberation Front (EPRLF).[45]
