We see Hafiz Saeed processions on the street and LeT hailed as freedom fighters. ISI guys like Hamid Gul openly sharing a stage with known, banned terrorists. And all these guys are hailed as heroes. I honestly doubt either RAW or India's Government has enough initiative, motivation or even the capability to be even slightly responsible for what's going on in Pakistan.
The situation in Pakistan is like a wild life sanctuary with no walls. The sanctuary workers are now trying to starve the animals into co-operation, and since that is not working they blame that the neighbor is feeding these animals just because they have always wished & tried to do the worse for the neighbor.
