Fat chance this thing is going to survive a nuclear first strike when you can't even conduct a controlled test from a launch pad without perfect weather conditions

Its as per DRDO norms, the test flights has to be done while monitoring is being done.

Which means, its stationing of ships on high seas for tracking. Since the scientists will be onboard those ships, they wont be taking chances during the first flights or until the missile is qualified for induction.

Also during peace time, there is no need for hastening fo missile tests. So they can follow the regular protocols for testing.
As one can see the diff flight tests of A-II post induction ,during night times and during bad weathers.
