Pakistan doesn't support Khalistan movement right now, if we had did the way RAW does, things would have been very different. And I think it will remain the same in the future as well, if it has to move it has to progress from its own resources.

Regarding JUD, it has been de fanged, as it's militant wing the Laskar Taiba had been banned along with all other Jihadi organizations since the launch of Pakistan's war on terror. You should understand that JUD itself isnt a militant organization it's primary function is welfare and education work. Regarding Hakeem Muhammad Saeed, Pakistani law enforcement agencies have taken him to court several times but since the justice system here considers a person innocent till proven beyond doubt he gets released on lack of proper evidence. Unlike Bangladesh or India court can't decide cases on public sentiments in Pakistan, proper valid proof has to be provided in court of law for prosecution. Nevertheless he is a non state actor and only makes statements now, has no real power ever since banning of Lashkar Taiba.

Now regarding if you can why can't we. India has always been miles ahead on this matter and Pakistan can never catch up to it even if it tried. Accepted training and support to Muktibani, defaming Pak Army in East Pakistan by Muktibani miltiants dressed up in Pakistani uniforms, MQM unrest in Karachi by training target killers, attacks via proxies in Afghanistan, support to Pakistani Taliban, BLA financing/support, creating Shia Suni divide by funding attacks on Imam Barghas, sabotage attempts on CPEC and the list goes on.

Its time to move on from India's obsession with Pakistan, and time to realize things will never improve if we kept plotting against each other. Both countries have paid a heavy price for it.
