India, Norway sign MoU for mutual cooperation

Norway, Sept 15 (IBNS) India and Norway today signed a Memorandum of Understanding (MoU) for mutual cooperation on Local Governance at Oslo, the Capital of Norway.

The signatories were Dr. C.P. Joshi, Union Minister of Panchayati Raj and Rural Development currently on an Official visit there from Indian side Liv Signe Navarsete, Minister of Local Government and Regional Government from the Royal Kingdom of Norway.

The objective of the MoU is to encourage transference of competence between India and Norway for strengthening Local Self Governance including capacity building of institutions, focusing on areas relating to achievement of Millenium Development Goals, e-governance, solution sharing and mobilisation of resources.

The MoU provides for setting up an Indo-Norway Joint Forum at the ministerial level and a Joint Working Group JWG at the official level.

It is expected that The MoU will strengthen cooperation between the two countries in the area of Local Governance and on the role of women in politics.

Norway! :D (I'm from Norway)

I don't think the Norwegian model of governance can be directly be transferred to India, or vice versa. India is simply too big for a country like Norway. The smallest villages in Norway is below 50 people, while India has a much larger population.

Still, India and Norway probably can learn something from each other. I don't know how much IT is used by the government institutions of India, but I can see that India can use her IT knowledge to save money on government expenditure (if they aren't doing so already).

To be honest, I think the Norwegian model is too ineffecient. Some police cases take years to solve because of the bureaucracy. There are also many business obstacles. Too many rules. Norway is really much more communist than China. If it weren't for the oil, we would definitely be much worse off.

(By the way, Ms Naversete is under corruption scrutiny for receiving a golden wrist band after naming a boat)
