I think India should maintain Strategic fuel reserve of atleat 4 Months in various places in our vast country.

To provide a bit of background, India had conceived of a strategic petroleum reserve as far back as in the late 1990s and after several committees and studies, the project to build a strategic storage for crude oil was given the go ahead early in 2004 by the NDA government. The plan was to build storage capacities in three places — Mangaluru and Padur (near Mangaluru) on the west coast and Visakhapatnam on the east. With a total capacity of 5 million tonnes, this storage was estimated to cover two weeks’ requirements. A special purpose vehicle — Indian Strategic Petroleum Reserves Ltd. (ISPR) — was floated under the Oil Industry Development Board to implement the project. So far, so good.

Petroleum Minister Dharmendra Pradhan announced in Parliament in August that the first of the three, at Vizag, will be ready for filling by the end of this year with the other two expected to be ready by mid-2015. Taking the strategy forward — and rightly so — Mr. Pradhan has said that four more strategic storages would be built in Bikaner, Rajkot, Padur and Chandikhole in Odisha. These will have a combined capacity of 12.5 million tonnes and take the storage to 90 days’ equivalent of consumption by 2020. This is in addition to commercial storage of crude and petroleum products of about 30 million tonnes (about 70 days’ needs) available with the oil companies at any given point in time.

When fully filled, these reserves would be equivalent to 13 days of oil imports. The government is targeting an increase to 90 days of imports by 2020. Globally, the US has the maximum storage facility, which can last for about 90 days. After seeing strong volatility and price falls earlier in January, oil markets moved little last week with Brent prices range-bound between $47.78 and $50.45 a barrel.

The Visakhapatnam storage unit, built at a cost of Rs 1,038 crore, is divided into two compartments of 1.03 mt and 0.3 mt. The smaller compartment of 0.3 mt would be utilised by PSU refiner Hindustan Petroleum Corporation (HPCL), while the bigger section is meant for strategic reserves. The revised costs for the Mangaluru and Padur facilities are Rs 1,227 crore and Rs 1,693 crore, respectively, taking the total cost for the three projects to Rs 3,958 crore.

Three facilities are being developed, in the first phase. These three facilities would be enough to store less than two weeks (11 – 13 days) of India’s oil requirements:
Mangalore, Karnataka – 1.5 million metric tonnes

Padur (near Mangalore), Karnataka – 2.5 million metric tonnes

Vishakhapatnam, Andhra Pradesh – 1.33 million metric tonnes

Only the Vishakhapatnam facility is operational, as of date and the other two are expected to be ready by October 2015.

In addition, the government also initiated the second phase of capacity expansion in Padur, Bikaner (Rajasthan), Rajkot (Gujarat) and Chandikhol (Odisha). Together, all the reserves is targeted to store 90 days of oil requirements or 12.5 million metric tonnes of crude oil. The second phase is expected to be complete by 2020. Creating additional infrastructure for these four capacities, including storage, transport, pipeline is expected to cost Rs 20,000 crore. The government is currently exploring additional avenues to generate finance these capacities.
