Why is Canada so desperate for Indian immigrants and students? Why don't they target China or Pakistan or Afghanistan for their inmigrants ?

Canadian immigration is open for all. No one is desperate for any particular country's citizens. It's your country folks who pay to attend Canadian institutions in the hopes of eventually getting PR and citizenship. Why will Canada refuse capital in flow?

Wrong interpretation. Out of province means students from other provinces of Canada. And majority are from within that country rather than international students.

It has to do with their internal politics rather than with India. It has been analysed in detail in all newspapers.

Any Canadian from any province can move to another, live there for 3 to 12 months without attending a full time post secondary educational institute, and then gain the residency of that province at the end of that 3 to 12 month period. Then that student qualifies for support from that specific provincial govt.

A student from BC or Alberta or Ontario or any other province can move to Quebec, live there for 12 months without being enrolled in a FULL TIME post-secondary public educational institute, and then gain the Quebec residency status and then qualify for low tution rates. An international student coming in to Quebec cannot do this. He/she must pay the new tuition rates beginning next year with no guarantee of getting immigration papers.

This is designed to get more money from international students, not from Canadian students from other provinces becaues they can get the Quebec residency status after being a part-time student for 12 months.

Canada, USA and Australia have special visa classes, specifically designed for the ultra rich from all over the world to bring in their capital with them. All three of these countries have targetted visa programs for the rich Chinese.

This is the track most international students take as they get extra points for education in Canada. Hence you will see thousands of Indian students coming to Canada every year. Just like thousands come from China, Pakistan and Bangladesh.

lol, what an ignorant statement. The fee increase is only for Canadian out of province students, whose tuition will go up from 9k to 17k. International students already pay much higher and their fees are not impacted by this measure. The Quebec government will take some of the international student fees from universities which enroll international students and redistribute them back to all universities which will benefit Francophone universities at the expense of Anglophone ones, but that is a different matter.

Canadian universities do symposiums and seminars and parade their professors to get these students from India. You have zero idea of how Indian students come there. Even with all that happening, Canada is yet to ban Indians students and fighting tooth and nail to keep them. Lungis and pakjeets never were courted as such, so don't know anything about it.
