We are going in for HEU now (read weapons grade) in order to build next generation of nuclear reactors for propulsion of our SSBNs. and Aircraft carriers. There is a proposal to shift subsequent naval assets to nuclear propulsion. Yeah, we are developing high energy weapons and the purchase of Spice from Israel is a temporary stop gap measure till we stabilize

what kind of rogue behavior? Can you list out those things?

Regarding tricking USA, it was USA that came with the deal not India. India's nuclear program is a matured one and is going on well. Reason why India never compromised to put its military nuclear installations under the deal.

Even According to the Indo-US agreement this development is legal.

This is not a city as mentioned in that article, they just extended the already existing facilities.

Regarding the arguments about sanctions ... well you people can try raise these issues to get proper answers. India has a very transparent action plan and also India's policies are in sync with the world.
