India is backing a lost cause

What makes you think India wants to split balochistan from pakistan ? It is not even remotely possible when other stake holders like Iran which have part of balochis/territory are severely opposed to it.

Second from geo political point of view of it will be utter stupidity . Lets for argument sake say balochistan is split and pakistan becomes severely weak. It will not only doom the region to chaos but also the very next target of western powers will be India. As such India is better off letting pakistan take the pounding & focus instead of bringing the disaster upon itself.

Whether he means it or not, whether the Indian state wishes it or not is irrelevant. He is the Prime Minister of a sovereign nation who has made the statement and for all intents and purposes; it is true.

What exactly did Modi say?

1. People of Baluchistan are suffering
2. He received gratitude from the people of Balochistan for highlighting their plight.

He claimed no ownership of either their struggle for independence or their territory.

Human rights issue was raised in the same vein everyone around the globe raises it - no different from raising voice for human rights issues in Sudan, China, Tibet, Pakistan Occupied Kashmir, Saudi Arabia, Iran, Russia, Sri Lanka, or elsewhere. India at one point said the same for Vietnamese people during the Vietnam War.

Speech and Statement by Modi itself are a non-event as far as these things go what is indeed interesting are the reactions it bought forth thereby accomplishing the objective behind the statements.

IMHO best way to nullify an issue is to ignore but by over reacting to it achieved the exact opposite purpose of highlighting it. Just a year back - Balochistan wasn't even remotely on the global radar and Pakistan was free to do as it pleased now it's every action would be scrutinized the same way India's are in Kashmir.

India's intention is remind pakistan that they have more to lose if they start nosing around. That the cost of interference will be high. We have seen the same thing in the past when pakistan supported khalistanis and which was countered with CIT-X. If India indeed wanted to interfere and split why start so late given that the issue of balochistan has been burning from 1947?

As far as stmts are concerned they are better read between the lines. The stmt was raised wrt to human rights abuse to counter pakistan's raking up police action in kashmir as humans rights abuse. As usual the media jumped to conclusion that Modi is out to get pakistan. Balochistan is for India what kashmir is for pakistan more for scoring brownie points than any other thing. Neither of them are going to give up the territory but indulge in damaging each other.

To each their own perspective of "victory", I disagree with your assessment that somehow this creates some massive issue for Balochistan since the issue has been on and off the radar for the past ten years.

It is not whether India wants to do or it
By playing in proxy wars you create more human suffering than before
you are wrong. The reason this Kashmir nonsense has gone on for so long is that Pakistan never had to pay a cost for playing fast and lose with India.

By inflicting a cost for bad behavior on Pakistan you reduce human suffering in the long run. The purpose is that Pakistan thinks twice and then a couple more times before stirring up trouble in Indian Kashmir. India has no interest in Baluchistan except as a pain point for Pakistan.

Talking and negotiating for 70 years has got nowhere....if you want a change of behaviors from our neighbor you need to incentivize it.

Modi has only made a very mild and brief statement that he got letters of thanks, the amount of hyperventilating going on means he has hit bulls eye. He found the soft spot, we may finally have peace in Kashmir in the coming years.
