Cabinet approves Pune Metro Rail Project Phase – 1

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has approved the development of Pune Metro Rail Project Phase – 1. The Pune Metro Rail Corridor will be covering a length of 31.254 km comprising with two corridors i.e. Corridor-1 {Pimpri Chinchwad Municipal Corporation (PCMC) to Swargate} covering length of 16.589 km (11.57 km elevated and 5.019 km underground) and Corriodor-2 (Vanaz to Ramwadi) covering 14.665 km (fully elevated).

The total completion cost of the metro rail corridor will be Rs.11,420 crore. The population of approximately 50 lakh of Pune Metropolitan Area will be benefitted through this metro corridor.

The project is scheduled to be completed in five years from the date of start of work as per the Detailed Project Report (DPR).

The approved alignments are expected to provide the much needed connectivity to the commuters and would traverse through some of the densest and traffic congested routes in the Pune Metropolitan Area. It will considerably reduce the traffic congestion and will bring in fast, comfortable, safe, pollution-free and affordable mass transportation system in the city, which in turn will contribute to further development and prosperity of the area. Development and prosperity of Pune Metropolitan Area will also contribute to the prosperity and development of the nation.

The Project will be implemented by Maharashtra Metro Rail Corporation Limited (MAHA-METRO), which will be a 50:50 jointly owned company of Government of India and Government of Maharashtra. Project will be covered under the legal framework of the Metro Railways (Construction of Works) Act, 1978; the Metro Railways (Operation and Maintenance) Act, 2002; and the Railways Act, 1989, as amended from time to time.

The existing Nagpur Metro Rail Corporation Limited (NMRCL) which is a joint Special Purpose Vehicle (SPV) of Government of India (GoI) and Government of Maharashtra (GoM), would be reconstituted into Maharashtra Metro Rail Corporation Limited (MAHA-METRO) for implementation of all metro projects including Pune Metro Rail Project Phase-1 in the State of Maharashtra outside Mumbai Metropolitan Region. The project will benefit from experience and learnings from other Metro Rail projects in Delhi, Bengaluru, Chennai, Kochi, Nagpur etc.

Background:

Pune Metropolitan Area includes Pune Municipal Corporation (PMC), Pimpri Chinchwad Municipal Corporation (PCMC). Both the cantonment areas namely Pune and Khadki have witnessed rapid growth of population. The population of Pune Urban Agglomeration was 4.99 million as per 2011 census compared to 3.57 million in 2001 census. This is further projected to increase to 6.90 million in 2021 and 7.73 million in 2031.

Rapid industrialization and intense commercial developments in the past decades have resulted in steep rise in travel demand, putting Pune’s transport infrastructure to stress. With the projected increase in the area’s population, strengthening and augmenting the existing transport infrastructure has assumed urgency. With the growing economy and inadequate public transport services, the passengers will shift to private modes, which is already evident from the high vehicle ownership trend in the region. This would not only aggravate the congestion on streets but also increase the air pollution. Hence, Metro Rail System has become essential.

NEW DELHI: Thousands of people were stranded as 82 trains were delayed and 16 cancelled due to dense fog in parts of north India on Monday, railway officials said.

A Northern Railway official said 23 trains were rescheduled as the visibility dropped to 400 metres on Monday.

The 14005 Lichchvi Express was running 34 hours behind its schedule, 12459 Amritsar New Delhi Express was running 30 hours late and 12401 Islampur-New Delhi Magadh Express was delayed by 25 hours, the official said.

Meanwhile, according to the Delhi International Airport Limited, which manages operations at the Indira Gandhi International airport here, said no flight was cancelled on Monday.

NEW DELHI: Thousands of people were stranded as 82 trains were delayed and 16 cancelled due to dense fog in parts of north India on Monday, railway officials said.

A Northern Railway official said 23 trains were rescheduled as the visibility dropped to 400 metres on Monday.

Noida-Greater Noida Metro gets Rs.406 cr boost from NCR Planning Board

National Capital Region Planning Board (NCRPB) has begun to release funds for the Noida-Greater Noida Metro Project by disbursing the first loan installment of Rs.406 Cr, giving a fillip to speedy execution of this important metro project.

NCRPB had earlier sanctioned a loan of Rs.1,587 cr to Noida Metro Rail Corporation (NMRC) for the 29.70 km Noida-Greater Noida Metro Project that is estimated to cost Rs.5,533 cr. This 20 year loan, including a moratorium of five years for repayment of loan carries an interest rate of 7% per year and an incentive of 0.25% for timely repayment of installments. The targeted date of completion of this section is April, 2018.

Announcing the disbursement of the first installment of loan, Shri B.K.Tripathy, Member-Secretary, NCRPB said; “Noida-Greater Noida metro link is important for enabling a seamless travel in National Capital Region, which the Board is committed to promote. Further release of funds to this important section depends on physical and financial progress of the section. NCR Regional Plan-2021 emphasised the need for strengthening connectivity between NCR towns. Metro is emerging as the most efficient, fast, smooth and eco-friendly mode of public transport in the core of NCR.”

Centre releases Rs.250 cr assistance to Lucknow Metro

Ministry of Urban Development today released Rs. 250 cr for the Lucknow Metro Rail project which is a joint venture project of central and Uttar Pradesh Governments.


The Ministry had earlier this year released Rs.300 cr taking the total assistance provided to the Lucknow Metro to Rs.550 cr.

Home Minister Shri Rajnath Singh discussed the progress of Lucknow Metro with Urban Development Minister Shri M.Venkaiah Naidu and sought its speedy implementation.

The 23 km Lucknow Metro is estimated to cost Rs.6,928 cr. Of this, central government provides Rs.1,003 cr as its share of equity, Rs.297 cr as Sub-ordinate Debt and Rs.3,500 cr as loan assistance. Uttar Pradesh has to mobilise the remaining Rs.2,128 cr as its share of equity and other means.

Central Government entered into a loan agreement with the European Investment Bank in March this year for providing a loan of Rs.3,500 cr to the Lucknow Metro Project.

DMRC irked by decision to shoot down proposal to float tenders for rolling stock

The government’s decision to shoot down the proposal of Delhi Metro Rail Corporation Ltd (DMRC) to float tenders for the rolling stock of the proposed Light Metro in the cities of Thiruvananthapuram and Kozhikode has irked the interim consultant.

The decision to float tenders was taken based on two rounds of talks with suppliers of rolling stock and on the report of a six-member high-level team led by DMRC Principal Adviser E. Sreedharan that visited Kuala Lumpur and Taipei earlier this year to study the rolling stock used in urban rail system there.

The DMRC’s effort to float tenders for rolling stock has been rejected by Kerala Rapid Transit Corporation Ltd. (KRTL), the special purpose vehicle set up to execute the project, sources in the MRTS project told The Hindu. Initially, Managing Director of KRTL P.I. Sheikh Pareeth had given approval to the DMRC to float tenders, but later he withdrew the decision.

The KRTL board, chaired by Chief Minister Pinarayi Vijayan, that met recently has now decided to write to the Union Ministry of Urban Affairs on the specifications of the rolling stock. The Ministry does not have competence in this regard and the move to float the tenders for the rolling stock was to know the suppliers and the market for the Light Metro being introduced for the first time.

Many crucial decisions to be taken by the government and approval for the take-off of the project are getting delayed. It’s been over two years since the DMRC submitted the Detailed Project Report for the ₹6,728-crore project to the State government. It has been awaiting Centre’s clearance since then.

Administrative sanction for the project was given by the Cabinet on September 8, 2016, following the intervention of DMRC Principal Adviser E. Sreedharan. The DMRC was made the turnkey consultant and approval was given to commence the ₹.272.84-crore preparatory work. But, land acquisition has not commenced.

The only consolation is that 6(I) notification has been issued to acquire the land needed for four flyovers and 19 Light Metro stations in the capital and a decision has been taken by the Cabinet last week to allot free of cost 10.11 hectares of land near the CRPF camp at Pallipuram along the NH 66 to the KRTL for the Light Metro depot at Technocity and to register it under KRTL.

Neither the government nor the KRTL, the special purpose vehicle set up to execute the project, has followed earnestly the request for approval submitted by the State to the Union Ministry of Urban Affairs, sources said. Even top officials of the State do not know whether the file is with the Ministry or has been forwarded to the Public Investment Board (PIB).

Consequent to the retirement of Mr. Pareeth in November, the government appointed Director of Ports Ajith Patil as KRTL’s Managing Director.

The government has not given approval for the fourth flyover proposed along the Technocity-Karamana Light Metro corridor at Thampanoor despite the DMRC submitting the design and drawings to the PWD, sources said.

The project is to be implemented as a government initiative on the DMRC model with viability gap funding by the Centre and the State. A decision on the funding of the balance amount is also pending. The project is to be executed on a turnkey basis on the lines of the Kochi Metro Rail project.

The Pune Metro Rail project hit a major roadblock on Monday with the Western Zone Bench of the National Green Tribunal (NGT) issuing an interim stay on the proposed portion of the metro route passing through the Mula –Mutha river bed in the city.

A two-judge Bench of justices U.D. Salvi and Dr. Ajay Deshpande passed the directive acting on an Environmental Interest Litigation (EIL) filed in the NGT on May 26 last year by a group of prominent personalities, which had contended that in the proposed metro rail alignment, a 1.7 km stretch passing through the left bank of the Mula-Mutha river could spell the death knell for the riverbank ecosystem along that route.

The petitioners in the EIL had included Member of Parliament Anu Aga, senior journalist, the late Dileep Padgaonkar, architect Sarang Yadwadkar and environmentalist Aarti Kirloskar.

A stay on work on this stretch, which falls on line 2, will affect work on the entire Phase-1 of the project. This line, totalling around 15 km in length and linking Vanaz with Ramwadi, is expected to be the first to be built in the whole project.

The lawyer representing the Pune Municipal Corporation (PMC) proposed that the Maharashtra Metro Rail Corporation (MMRC), which will implement the Pune Metro project, be made a respondent as well, to which the judges agreed. In the EIL, the petitioners had made the PMC, the Maharashtra Government, the Central government, the Delhi Metro Rail Corporation and the Maharashtra Pollution Control Board respondents.

“This is nothing but delaying tactics on the PMC’s part to buy time,” said Mr. Yadwadkar, speaking to The Hindu.

He reiterated the need for the PMC to come up with an alternative route for this portion, while remarking that the objection in the EIL was specifically with regards to the proposed alignment on the riparian zone of the river, which was bound to be harmed if the project was implemented in its current form.

The project, touted as a panacea to burgeoning Pune’s nightmarish traffic woes, was recently inaugurated by Prime Minister Narendra Modi on December 24 amid much political acrimony with the BJP and the opposition Congress and Nationalist Congress Party (NCP) scrambling to take credit for the project.

“This is an important ruling which clearly proves that the inauguration of the project was done in a hasty manner with scant regard for environmental concerns,” said advocate Asim Sarode, who representing the petitioners.

The next hearing has been postponed till January 26.

Earlier, in September last year, a report by the PMC’s Biodiversity Monitoring Committee had corroborated the objections in the EIL against the Pune Metro, stressing that the present alignment on the Mutha riverbed from the Panchaleshwar temple to Nava Pul would allegedly “destroy the biodiversity of what remained of the riparian zone (the interface or space between the existing water and the actual riverbank) still untouched by urban incursions.”

It had noted that the removal of trees to make way for the project would severely rupture the natural habitats of birds of at least 18 different species while afflicting 63 species of exotic flowering plants.

Hyderabad: Chief Secretary S.P. Singh has told Hyderabad Metro Rail Limited authorities that work on the Metro Rail must be completed in 2017 and acquisition of land is a priority.

A list of properties to be acquired for the project has been handed over to the Greater Hyderabad Municipal Corporation and the Wakf Board.

About 103 property owners have consented to selling their properties on the Badichowdi-Sultan Bazaar- Putlibowli stretch. Owners of seven properties between Ameerpet and Shilparamam have also given their consent.

The GHMC commissioner has been told to acquire the properties on priority at Krishnanagar and Siri Sampada Apartments on the Ameerpet stretch.

The Wakf Board has been told to ensure that tenants vacate the property at Musheerabad Junction for which payment has been released by the government.

The private property at Kundan Bagh must be handed over immediately as work on the Begumpet Metro station is pending. Properties under litigation must be resolved, said Mr Singh.
