The pre-development works include diversion of Ulwe River, flattening or cutting down hills-hillocks and abandoned quarries, clearing green patches, levelling of ground, among others. The importance of the works can be gauged by the fact that the total worth of pre-development works has been estimated to be around Rs3,000 crore in an area spread over 1,160 hectares.

"The entire work for the first stage has been divided into four packages. Evaluation for the three technical packets are almost done, while for the fourth will be through by January 15. Thereafter, financial bids will be opened for scrutiny and evaluation. It will be done in February and we will be in a position to issue work orders by mid-February," said Radha.

Cidco already has possession of 94 per cent of the 1,160 hectares required for core aeronautical activity, the balance is expected to be in in another two months. Once the pre-development work is done, construction of the airport is scheduled to commence from September–October 2016 and first phase is expected to be thrown open to the passengers by mid-2019.

According to the projections, in the first year, the new airport will cater to 10 million passengers and gradually as the airport's handling capacity increases it will be able to handle 60 million passengers annually. Despite expansion, existing Mumbai airport's capacity is almost saturated with 40 million passengers every year.

Bidding for MTHL to commence from March

Bidding process for Mumbai Trans Harbour Link (MTHL) is likely to commence from March onwards as the pre-development works will commence at the planned airport site in Navi Mumbai.

The loan agreement between Japanese International Loan Agency (JICA) and the Mumbai Metropolitan Region Development Authority (MMRDA) for borrowing Rs8,800 crore out of the estimated Rs11,000 crore for the project is scheduled to be signed in March this year.

This 22-km link between Sewri in Mumbai to Chirle near Nhava in Navi Mumbai will be the longest sea bridge in India. The bridge will also have view barriers to restrict sight of vital installation of BARC and refineries.

With the time frame of finishing the project in 2019, it is crucial for the success of the first phase of planned Navi Mumbai International Airport which too is scheduled for completion by mid-2019.

Currently, the process is on to get environment clearance from the ministry of environment and forests (MoEF) as it was suspended by National Green Tribunal in October 2015. Back in 2013, the MoEF had granted clearance to the project.

Initially, MMRDA had planned to also have a metro line on the sea link, but it was dropped later. Thereafter, an attempt was made to implement the sea link project with the help of private players through Public Private Partnership financial model. But none of the private players came forward to submit the bids.

Centre gives fresh green nod to Mumbai Trans Harbour Link project :

The Centre issued a fresh coastal regulation zone (CRZ) clearance to the ambitious 22-km Mumbai Trans Harbour Link project worth Rs 11,370 crore. The decision follows a National Green Tribunal (NGT)'s October order that had set aside the Environment Ministry's prior coastal clearance of 2013 to the project and asked it look into the proposal afresh.

The proposed Mumbai Trans Harbour Link project, to be implemented by the Mumbai Metropolitan Region Development Authority (MMRDA), envisages construction of six lanes road bridge to ease congestion and reduce pollution in Mumbai. The Maharashtra government plans to issue a tender in March and complete the crucial link by 2019. "In compliance of the directions of NGT, the proposal 'Mumbai Trans Harbour Link' by MMRDA was considered by the Expert Appraisal Committee (EAC) in the ministry. Based on the recommendations of EAC, the Environment Ministry hereby accords CRZ clearance to the project," the ministry said in a letter written to MMRDA.

The green nod to the project, estimated to cost Rs 11,370 crore, has been given subject to the compliance of specific and general conditions, it said. Among specific conditions, the ministry has asked MMRDA to obtain requisite forest clearance (FC) for diversion of 47.41 hectare forest land. "The project may be executed in the entire stretch in non- forest land, and while making application to get for the forest clearance, the execution of work on non-forest land shall not be cited as a reason for grant of FC and in case FC is declined, the forest land shall be maintained at its existing conditions," the ministry said and asked MMRDA to submit an undertaking to this effect at the earliest. The MMRDA has also been asked to strictly comply with all terms and conditions stipulated by the Maharashtra Coastal Zone Management Authority and implement the Environment Management Plan in consultation with all stakeholders.

It has been asked to implement the project with the provisions of the CRZ Notification 2011 and not affect the coastal ecology of the area. It has also been asked obtain all permissions from concerned authorities prior to commencement of the project. The ministry also said the current CRZ clearance to the project is subject to final order of the Supreme Court in the matter of Goa Foundation Vs Union of India in Writ Petition (Civil) No. 460 of 2004 as may be applicable to this project. Although the project had first got the environment clearance (EC) way back in 2005, it could not take off within the validity period of five years of the EC due to irrational offers received from bidders.

Subsequently, the CRZ clearance was given in 2013 after taking into consideration the submissions of MMRDA that the proposal is to construct sea link and it does not attract the provisions of EIA Notification, 2006. However, Pune-based NGT kept the 2013 CRZ clearance in abeyance for six months. As per the MMRDA proposal, the Mumbai Trans Harbour Sea Link project involves construction of a bridge across the Mumbai harbour between Sewri on the island city side (in the Mumbai Port Trust area) and Chirle on the Navi Mumbai side. The link is about 22 km long with a 16.5 km bridge across the sea and a 5.5 km long viaduct on the land.

It's coastal roads and not sea links: CM Devendra Fadnavis

Coastal roads are where the future is. Bye, bye sea links. Chief minister Devendra Fadnavis told dna that his government is all for coastal roads, and sea links have dropped off the radar.

What it means immediately is that all proposed extensions from the iconic Bandra-Worli Sea Link will be junked for Coastal Freeway that will help in eventually forming a Ring Road on the periphery of Mumbai.
For starters, a coastal road is a freeway and sea link is toll-based.

The proposed 35.6-km-long coastal road will connect Nariman Point and Kandivali. Once it's completed, travel time between the two points will come down to 45 minutes from the two hours it take now.

The likely extension of the Bandra-Worli Sea Link coastal road will be on either sides. On the northern end, it may be extended to Vasai-Virar, and on the southern end, to the Eastern Freeway near CST. No time-frame has been set for the same, though.

This Ring Road will be complete with plans of another Freeway on Ghodbunder Road in Thane, which connects to Eastern Express Highway that leads to Ghatkopar.

Fadnavis told dna the logic behind his government's current thinking. "Sea links will be toll-based and very expensive. A sea link would cost around Rs 25,000 crore, while coastal road is much cheaper at Rs 9,000 crore," he said.

The Union government is also ready to allow coastal roads, he said. A portion of funds generated by the Brihanmumbai Municipal Corporation from fungible FSI (see box) will be used for constructing coastal roads.

Fadnavis said that there was no need to consider both coastal roads and sea links as there will be duplication of resources and financial implications.
"We are not thinking of a Worli-Haji Ali Sea Link. We are in favour of a coastal road with a metro rail on it," said Fadnavis.

Prakash Javadekar, union minister of state (independent) for environment, forests and climate change, had also inspected the alignment of the proposed coastal road and was "very keen" on it. The project would be approved by the Centre soon, Fadnavis said.

"In my opinion, (the actual work on the coastal road) will begin six months after the Centre's approval," Fadnavis said.

The cabinet sub-committee on infrastructure will also be re-constituted this week.

At the moment, the Eastern Freeway is complete between CST and Ghatkopar-Mankhurd Link Road.

The other sea link – the Mumbai Trans Harbour Link – proposed on the eastern coast of Mumbai between Sewri and Nhava remains unchanged.

Panaji: Tata Projects Limited has commenced work on the Rs 4328 crore project to build the 320-kilometer stretch of the western dedicated freight corridor, a dedicated freight line connecting Delhi and Mumbai and expects the project to be completed within 48 months. Tata Projects, along with Ircon International Limited and Mitsui & Co., Ltd. of Japan will utilize automated track laying machines to complete the work quickly and efficiently.


"This project is an important milestone towards modernization of India's rail freight transportation," Managing Director - TATA Projects Vinayak Deshpande said.

Segregating freight traffic from passenger traffic shall pave the way for high speed movement of freight, and is one of the most important Infrastructure projects taken up by Indian Railways.


Implemented by the Dedicated Freight Corridor Corporation of India, the dedicated freight corridor is an ambitious programme of the Ministry of Railwaysto construct two corridors; the Eastern dedicated freight corridor from Ludhiana to Dankuni, and the western dedicated freight corridor from Dadri to Jawaharlal Nehru Port, Mumbai.



"The Western Dedicated Freight Corridor is the backbone linking Delhi and Mumbai, and also a significant symbolic cornerstone of the flourishing strong bond between India and Japan," Chairman & Managing Director - Mitsui & Co Toru Suzuki said.

Eastern Dedicated Freight Corridor or Eastern DFC is a proposed freight corridor in India by Indian Railways. It is going to be a broad gauge corridor. This will have double line and will be electrified. Due to lack of space the section from Ludhiana inPunjab to Khurja in Uttar Pradesh will be single line electrified. This corridor will cover total distance of 1839 km. This corridor will also pass through Dadri ,Uttar Pradesh (The origin point of Western Dedicated Freight Corridor) which will serve as a junction.

This corridor will cover first 447 km of Ludhiana - Dhari - Khurja section with single electrified track. After this the remaining line will be double track electrified up to Dankuni in West Bengal. This will cover important stations of Sahnewal,Doraha,_Ludhiana, Sirhind, Rajpura, Ambala, Saharanpur, Meerut, Hapur, Aligarh, Hathras, Barhan, Tundla, Firozabad, Etawah,Kanpur, Allahabad and Mughalsarai. To reduce load over main line this line will have many junctions. The proposed junctions on this line are Dhandharikalan, Sirhind, Rajpura, Khalanaur, Khurja, Daudkhan, Tundla, Bhaupur, Prempur, Cheoki / Naini, Jeonathpur,Mughalsarai, Ganjkhwaja, Son Nagar railway station, Gomoh, Andal and Dankuni (The eastern terminal point).

World Bank to lend $650 million for Indian rail project

The World Bank said on Wednesday it had cleared a $650 million loan for a huge Indian freight rail corridor that will span 1,840 kms (1,140 miles) across the northern heartland of the country.

Construction of the Eastern Dedicated Freight Corridor will help speed up the carrying of goods between Ludhiana in the west of India and Kolkata in the east, and is part of a series of new freight lines the World Bank says India needs to ease congestion on its network.

"The Indian Railways urgently needs to add freight routes to meet the growing freight traffic in India, which is projected to increase more than 7 percent annually," Ben L. J. Eijbergen, the Task Team Leader for the project, said in a statement.

The loan is the third from the World Bank to help fund the freight corridor. Last year the bank approved a $1.1 billion outlay and in 2011 $975 million.

India's railways, built mostly by the British before independence in 1947, are among the most extensive in the world but have struggled to expand to keep up with demand.

This has hit freight carriers hard as they are forced to carry their goods by road, which is far more inefficient and expensive, to make room for passenger trains on the congested lines. The railway's share of freight has fallen from 90 percent of cargo in 1950 to about one-third today.

Prime Minister Narendra Modi’s government, banking on big investment in infrastructure to boost the economy, approved a $137 billion investment plan for the railways in February.



L&T-Sojitz wins freight corridor project : The Hindu

The Railways is all set for a long-term engagement with Japan with the Dedicated Freight Corridor Corporation of India Limited (DFCCIL) granting a Rs.6,700-crore contract for construction of 640-km twin-track line between Rewari and Palanpur of Western Dedicated Freight Corridor.

L&T-Sojitz, a joint venture comprising L&T of India and Sojitz Corporation of Japan, has won the contract through an international bidding process.

The contract is likely to be completed in four years, a release said.

The project is funded by the Japan International Cooperation Agency (JICA), the Japanese government arm for providing technical and financial aid to developing countries, which is also DMRC’s lending agency.

Earlier in January, DFCCIL had awarded the Rs.3,300-crore contract for 343-km-long Khurja-Kanpur section of Eastern Dedicated Freight Corridor, funded by the World Bank.

The length covered under the new contract is more than 40 per cent of the entire western corridor. Land for almost the entire stretch has already been acquired.

All other statutory clearances have also been obtained.

The Western Dedicated Freight Corridor, which will cover a length of about 1,500 km from Dadri to Jawaharlal Nehru Port (Mumbai), is being funded by the JICA, which has pledged a special terms for economic partnership loan of 677 billion yen for the entire Western Dedicated Freight Corridor.

As per the loan conditionalities, the lead partner for any contract has to be from Japan.


Hitachi, Mitsui Bag Order from Freight Corridor :

BENGALURU: A four-company consortium formed by Hitachi, Ltd, Mitsui & Co, Ltd, Hitachi India Pvt Ltd, a Hitachi subsidiary functioning as the headquarters for Hitachi group companies in India, has won a contract from the Dedicated Freight Corridor Corporation of India Ltd (DFCCIL) for the supply and installation of signalling and telecommunications systems along part of a dedicated freight corridor between Delhi and Mumbai. Hitachi is a player in the rolling stock manufacturing and heavy engineering business in India.

As consortium leader, Hitachi will manufacture key equipment for the signalling system. Mitsui will provide the overall coordination with DFCCIL and related agencies in Japan and India. Hitachi India will procure and supply locally made products.


The sector covered by the contract, worth approximately ¥28.0 billion (approximately ` 1,800 crore), will cover the 915 km distance between Rewari in Haryana and Vadodara in Gujarat, according to a statement.

In addition, a three-company consortium consisting of Hitachi, Mitsui and Hitachi India has won a contract worth approximately ¥11 billion (approximately `610 crore) to supply and install an automatic train control system along a 1,337 km section from Rewari in Haryana to JNPT (Mumbai) in Maharashtra.


These two orders are the biggest ever placed in India for Japanese signalling and telecommunications works.

The projects cover the Western Corridor (Delhi-Mumbai), part of the Dedicated Freight Corridor project, and will link the four major cities - Delhi, Mumbai, Chennai, and Kolkata - of India’s “Golden Quadrilateral”.

The Indian government has been forming the projects with cooperation from Japan. For example, the Japan International Cooperation Agency (JICA) has been providing assistance for preparatory surveys and verification trials. The Japanese government is also providing yen loans under the Special Terms for Economic Partnership (STEP) on condition that Japanese technology is used.

Kashmir Rail Link to be Completed by 2020. Will Have World's Highest Railway Bridge

SRINAGAR: The rail-link from Banihal to Katra, which will improve rail connectivity in Jammu and Kashmir will be completed by 2020, railway officials said in Srinagar on Saturday.

"The work on the Banihal to Katra stretch is going on and we are hopeful of completing it by 2020," General Manager, Northern Railways, AK Puthia told reporters.

Mr Puthia said that the 110 km stretch was the most difficult part of the rail-link which connects Baramulla in north Kashmir with Udhampur in Jammu.


"About 85 per cent of the track is made of tunnels. There are 25 tunnels on this stretch, of which around 35 per cent has been completed," he said.

The general manager said the track would also have the world's highest railway bridge. "It will be 359 metres high and will have a span of 467 metres making it the highest railway bridge in the world. The bridge is expected to be completed by 2017," he said.

Mr Puthia said the maintenance and services of the railways were affected in the state after last year's floods.

"The movement of our stocks and coaches was affected after the floods. We recently got permission for carrying those items. When the supply improves, the services will improve," he said.

The official said subject to the approval of the Railway Board, more coaches would be added to the trains to address the increasing rush of passengers.

"We can add more trains or even coaches after we get the approval of the board. At present the platform length at the railway stations here is of eight coaches and adding extra coaches will cause inconvenience to the passengers," he said, adding that more than 22,000 passengers use the services of the railways daily here.

Mr Puthia was in Srinagar to inspect the railway stations at Srinagar and Budgam and to take first-hand-account of the issues the passengers as well as employees face.

He said Union Railway Minister Suresh Prabhu will visit the state on July 9.

Harsh climatic and geological conditions have delayed the construction activities of BRO’s ambitious project of 8.8-km Rohtang tunnel, which aims at making the Manali-Leh highway motorable throughout the year.


The tunnel being constructed jointly by German group Strabag and an Indian construction house AFCON will reduce the existing distance of 118 km between Manali and Keylong by 46 km.


The then UPA chairperson Sonia Gandhi had laid the foundation stoneof the tunnel in 2010 and the proposed completion date set at June 2015 was later postponed to October 2017.


Experts said it took over five years to dig more than half of the total length of the tunnel and it might take the same time to excavate the remaining tunnel.


Experts said the excavation job at the center, where mountain cover was higher, was much difficult than the adits or corners of the tunnel, which had been accomplished so far from both ends.


The construction work at the north portal near Sissu in Lahaul valley remained suspended in the past four months, as the region experienced heavy snowfall.


Col KP Rajendra Kumar, Commander, Border Road Task Force (BRTF), Manali said: “The road has been restored till Marhi so far and the connectivity to Lahaul valley through the 13, 500 ft Rohtang Pass will be restored by the second week of May.”


The presence of loose strata and seepage from the tunnel had reportedly added to the woes of the construction company.


Company and BRO authorities, however, claimed that despite hardships, the project would be accomplished by 2017.


Even Union Defence Minister Arun Jaitley had instructed to expedite the construction of the tunnel and accomplish the same within a prescribed time frame.


Experts said while Rs 1,355 crore had been earmarked for the construction of the project, the probable delay would escalate its cost.

Mumbai-based firm IRB Infrastructure has bagged Rs 10,050 crore project — considered the largest National Highway project awarded in India — to construct and maintain a 14.8-km tunnel in Jammu & Kashmir.

The Zojila tunnel project includes approaches on NH-1 in the state of Jammu and Kashmir on design, build, operate and transfer basis. The Leh-to-Srinagar tunnel will be built over a period of seven years, the company has said in a statement.
The Zojila tunnel — the longest in Southeast Asia — will have great socio-economic importance for the people of Jammu & Kashmir. IRB Infrastructure won the contract in a competitive bidding which includes a 22-year concession period, the company said in a regulatory filing with the BSE.

"We have received the letter of award for the project and hope to finish the preparatory work soon so the construction can start by October 2016. The project will take seven years to complete, as we will have only six months a year to work," Virendra Mhaiskar, CEO of IRB Infrastructure, said in a statement to the Economic Times.

The Zojila National Highway is located between Srinagar and Leh, and remains shut six months in a year due to heavy snowfall. According to reports, the tunnel will be built at an altitude of 3,528 metres.

Given the strategic nature of the tunnel for Jammu & Kashmir's transport, the government is keen that work on the tunnel begins soon, Union Minister for Road Transport and Highways Nitin Gadkari was quoted as saying by the Economic Times.

"The Zojila project will enhance the connectivity of the area, which will go a long way to boost tourism and activities of the region," Jammu and Kashmir Deputy Chief Minister Nirmal Singh was quoted as saying by PTI.




J/K govt finalises site for AIIMS in Kashmir region

SRINAGAR: Jammu and Kashmir government today said it has decided to set up the proposed All India Institute of Medical Sciences (AIIMS) at Awantipora in Pulwama district of South Kashmir.

Minister for Health and Medical Education Chaudhary Lal Singh said the location has been decided and the project needs a final go ahead from the Union ministry.

Singh made the announcement while inspecting the picturesque site, measuring around 200 hectares at Awantipora along the Jammu-Srinagar National Highway, an official spokesman said.

Singh said the government has completed all the formalities in both the regions -- Kashmir and Jammu -- as far as the setting up of AIIMS was concerned.

"The Union ministry of Health and Family Welfare had asked the state government to identify suitable sites for setting up of AIIMS in Jammu
and Srinagar regions," he said.

He also said that Union Health Minister J P Nadda is likely to visit the sites in the state.

The Minister discussed the project threadbare with health and revenue officers and told that the Union government has approved Rs 1,900 crore for up-gradation of healthcare facilities and construction of new hospitals across the state and Rs 3,000 crore for construction of two AIIMS in Kashmir and Jammu.

The minister said that in Jammu region, two sites were proposed from two different places. In Kashmir, only one site, Awantipora was suggested to the Centre.

Revenue officers in both the capital cities were directed to identify suitable land sites for construction of AIIMS.

"Setting up of AIIMS in both the regions would be a major development in the healthcare system of the state," he said.

A Metro rail network for Srinagar and adjoining areas to overcome the problem of mounting traffic congestion in the city has been proposed by the Srinagar Development Authority.

The proposal of "light metro and mini metro" was mooted at a meeting of the SDA here chaired by Minister for Urban Development Nawang Rigzin Jora to review the progress of Srinagar Master Plan, an official spokesman said.

The proposal will now go before Jammu and Kashmir Cabinet for approval.

The proposed metro lines will span from Gallandar in Pulwama district on the South up to Narbal Chowk on the North in Budgam district and from Nowgam Railway Station up to Ganderbal, he said.

Scarcity of quality and planned road networks besides the lack of organised parking facilities in Srinagar city has led to high degree of traffic congestion that is going to aggravate further in the coming time.

"To overcome the traffic and transportation problems in the city, SDA has, in the new Master Plan, proposed a network of light metro and mini metro besides suggesting a network of new roads, flyovers, grade-separators and subways for Srinagar," the spokesman said.

Out of the two proposed Metro lines, the one originating from Gallandar, the take-off point of the new expressway, after passing through Pampore, Sumarbugh, Panthachowk, Sonawar, Dalgate, Lal Chowk, Jehangir Chowk, Batamaloo, Bemina, JVC, Parimpora, Zainakote, Lawaypora, would end at Narbal Crossing, he said.

The second Metro line would operate from Nowgam Railway Station and after moving over to Bagh-e-Mehtab would pass through Chanapora, Natipora, Rambagh, Mehjoor Nagar, Jawahar Nagar, LD Hospital, Jehangir Chowk, Barbarshah, Baba Demb, Khanyar, Nowhatta, Hawal, Alamgari Bazaar, Bagh-e-Ali Mardan Khan, Nowshehra, SKIMS, Soura-Buchpora, Pandach and culminate at Ganderbal, he added.

Jehangir Chowk would form the junction of the two Metro lines which would provide reliable connectivity to the core area of the city, the spokesman said.
