great, only if we could keep animals, tractors, bicycles, off these roads and teach the drivers some lane discipline. That time will come too, i guess?

but highways are not access controlled . For that we need to build a parallel network of access controlled expressways , Atleast between major growth centers of the country

Be it expressways or highways, two and three wheelers should be banned nationwide (which has been a longstanding dream of mine). Until the little bags of garbage otherwise known as ‘two-wheeler riders’, learn to follow traffic rules, they should never be allowed to leave their driveways.

Expressways, unlike national highways, are access-controlled, and pedestrians, two-wheeler riders, auto-rickshaws, tractors and off-road vehicles, and more importantly, buffaloes, sheep, and other animals are not allowed on these high-speed roads.
The fact, however, remains that woeful lack of patrolling on the Indian National highways will nullify all these achievements. Traffic police along most Indian national highways operate like dacoits, extorting funds from trucks and unlicensed bus operators. Truckers are allowed to overload their vehicles (often well past their prime), violating a Supreme Court order imposing restrictions on the carrying capacities of vehicles.

The Indian police also ignore vehicles that violate pollution norms. Most of the highway stretches have abysmal medical facilities to treat accident victims. Those causing ghastly accidents get away with light prison terms – the sentences are in most cases awarded several years after the accidents occurred. Nearly 100,000 people are killed in road accidents in India every year.

Indian Driving licenses are issued to all and sundry, including those who cannot read basic traffic signs. In many cases, money plays a major role in the award of licenses, rather than driving skills.

Now Despite all its problems, roads in Pakistan are better than those in India, according to The Wall Street Journal and Pakistan always focus and promote the quality as compare to quantity and same with CPEC project more focus on quality to meet the international standards. Pakistans 367-kilometer-long M2 motorway between Lahore and Islamabad strikes a visitor as being streets ahead of Indias decrepit inter-state roads. For one, there's a disciplined motorway police that patrols Pakistans highways and don't take bribes. If you go above 120-kilometer an hour and are caught on camera, a fine awaits you at the tollgate. Non-payment means you cant get out. The M2 motorway passes through the densely populated Punjab countryside but there are no cows, rickshaws or motorbikes coming at traffic on the wrong side of the road which is a common experience in India, the report said. The M2 road was built in the late 1990s by a South Korean firm Daewoo, whose name is still emblazoned on the modern service stations that line the route. Sunita Kohli, a New Delhi-based interior designer who did work on a boutique hotel in Lahore, was quoted as saying she was impressed with the road compared to similar developments in India. We really lag behind on infrastructure, she said. Now we're trying to make up for lost time. That's not to say Pakistan doesn't face its own infrastructure challenges, the Journal noted. Its most pressing need is to build more power plants and Hydro Dams stop people from stealing electricity to avoid hours of blackouts across the country. But first-time visitors to Pakistan, are surprised by some of the modern infrastructures, it said. Apart from the roads, Pakistans broadband and wireless roaming speeds also compare favorably with India. Doing business in Pakistan is easier than in India and China, according to the World Bank. Pakistan is unable to capitalize on these positives and its Media continues to generate only negative headlines, the Journal said.

No doubt pakistan's infrastructure is way ahead of india's , but our highways are not as bad as they used to be
My point is here, are these all projects focusing on through the consideration of Poverty reduction by improving the qualitative and quantitative understanding of the linkages between sector-level interventions and for the poor households? because obsession of these infrastructures creates desolate feel among poor people who live their life below the basic standard and this all-white elephant just a proudest political achievement without addressing the poverty of those poor peoples.

People with bikes, scooters and tractors account for 70% of India's population. Restricting these and making an access controlled expressway basically means you have made the expressway useless for most of the people and businesses who were going to use it and added barely anything to economic growth. If you ever venture outside Mumbai, you will see that the primary mode of transport of goods for most small and medium sized businesses is still tractors, bikes, three wheelers and even cows and buffalos. Thankfully, the government's priority is economic growth and improving infrastructure for public use, not scoring brownie points against Pakistan by building 8 lane motorways or increasing India's expressway length rank on a wikipedia list.
 
Are the highways/motorways being built in india and pakistan tollfree? Built by government money or private investment ? Is ROI a consideration ? Utlilization levels in major industrial zones or mostly private vehicles ? I saw a lot of empty highways in china , they can afford but whether india and pakistan can afford to build infrastructure just for optics ?
CPEC is a a good example. Chinese have their eye on a port so built a highway to it from their territory. This highway will carry industrial goods from china to the port. If the finances have been correctly calculated , it should be cheaper than the sea route used now. But calculations have to be done at a certain fuel price band.
Just building nice roads which remain empty , while the demand is for electricity in the country , like so many threads here points to optimestic planning rather than practical.

I’m well aware of that... couldn’t care less. If these people can’t follow simple traffic rules, they deserve to be restricted to their homes/public transport.

Your dream will come true in time, but not through any laws or legislation, but by economic growth. People buy scooters not by choice, but because they cant afford any better. :undecided:. That being said, personally I dont understand this hate towards 2 wheeler riders. I know they can be very annoying and contribute to traffic jams but when I am on road, there are far worse things to worry about - crazy drunk truck drivers, spoiled Lutyens Delhi type chutiyas driving their father's SUVs, Newly rich Haryanvi village idiots with their new SUVS, Salman Khan etc:lol: among other things. If you are driving a car, you are far far more likely to be harmed by the people I mentioned rather than a scooterist
