While agree tat anyone can work in any part of India, that doesnt stop the local law authorities to collect the data base of workers...... The contribution of those migrant workers towards improvement of infrastructure in kerala is huge and commendable..... But then there are several issues, Kerala as a state is not used to such migrant culture, (It was always the other way around ) and finding it difficult to track them..... There are several crimes reported by these migrant workers..... (that doesnt mean tat every crime is done by them), and Law authorities find it difficult to crack the cases in case of migrant workers, as most of the flee or shift the work place....... Having a data base (for which ID is must ) will be more helpful for the authorities.....
