Regarding your Sanjay Nirupam - He didn't prove Surgical Strike was fake. He just made statement later to back track. He is a opposition party Congress leader & knew BJP will get more votes on the way PM Modi was gaining one after other fame & popularity among the people.

With UP, Maharastra, Goa, Punjab & many other states elections due, he knew this Surgical strike will win BJP & Modi more votes. He knew his winning was at stake at the way BJP was surging its popularity & fans of Modi increasing. So he tried to pull a stunt against Modi which backfired very badly.

He has had many verbal vollies against BJP leaders way before the surgical strike. He was even taken to court by BJP's Smriti Irani for making derogatory remarks about her.

Even congress party backed out from his remark & said Surgical strike has been happening even when they were in power just BJP declared it & normally it's not publicly claimed.

Even if it's any neutral Indian not from opposition party, we can still consider it. You are giving Congress Party who are dead rivals of BJP. They are the ones who stopped Modi from coming to power by accusing him as the man behind Gujarat riots but the court could not penalise Modi because there was not a single evidence to prove his involvement. This was inspite Congress being in power & at the peak. They tried everything to stop him to become a Prime Ministerial candidate but failed.
