Well then why does India have so many ACTUAL offensive plaatforms, like fighter jets and helicopter gunships and frigates and destroyers and aircraft carriers, if India never behaves "like one"?

These are seaplanes meant for search and rescue of anybody downed over sea, and for humanitarian missions. They carry no weapons either, unlike thousands of planes and tanks that India (and everybody else) have. Now these could be used for special operations to transport commandoes, but so? These are no more offensive than anytng else in the military. And their primary purpose is SAR.

How many times should one explain? To rescue downed pilots, for one. Check out what SAR means in military. It is a core function of any navy or coast guard in the world.
