India is deploying 8 times more troops along the border and yet still increasing the number with an military build-up bill which is the largest in this country in past 30 years.

China already has 200000 troops on border with India compared to 70000 Indian troops , while its true that we have 230000 Troops in J&K but they are meant for dealing with any Pakistani stupidity not china
The 126000 additional Troops that we intend to deploy on chinese border are meant to level the field

And about our military build up
While you are right that , the last major military upgrade happen in 1980s ie between 1981-91
During that period of 10 yrs , India acquired 1600 Tanks , 1200 Artillery Guns , 400 Helicopters and 450 combat Fighters , 130 Medium and Heavy lift Aircrafts , While India Navy acquired 5 Destroyers ,5 Frigates, 10 corvettes , 7 Large Missile boats and 10 Submarines as well as one Aircraft carrier along with 30 Fighters

But now all that equipment is old , and need to be replaced between 2011-22
Hence what you guys see as Military Buildup is infact replacement of 30 yr old equipment

Well,only one mistake in your post.Indian Army has currently 11 mountain divisions deployed in NE,so there can't be just 70000 Indian troops in NE.Instead the number should be close to 200-210 thousand excluding those 50000 or so Assam Rifles troops. . . . . . . . . . . . . . . . . .

Majority of those Mountain divisions are in J&k including Ladhaak

11 Mountain Division in NE or 11 Mountain divisions in total along Indian borders. If it is latter, most of them are based in kashmir IMO.
