Doesn't matter. Vietnam can get Russian or Western tech already, if they get Russian tech by proxy that is not a concern.

They can buy all they are able to afford. They had to break their promise to host the Asian Games due to lack of money, if they want to further reduce their own economic competitiveness by engaging in an arms race they can't afford, that can only help us in the long term.
