Actually the Long range Missiles of India are normally Liquid fueled and considered slower. They now want to turn to Solid fuel based Ballastic Missiles also and may be this is want they are planing

Agni 3 has range of 3500+ km with full payload. But with a light payload, yes we have sort of ICBM.

Agni 5 is still in IRBM catagory of range 5000+ with full payload. However with the reduced weight, it is easily called as ICBM.

Practically India has ICBM in disguise of IRBM. IRBM can be projected as of defensive nature whereas ICBM is meant to be offensive. Therefore India would be having all advantages of ICBM without irritating some faraway nations. Also India does not need further capacity in current scenario.
Seems India is following Chanakya Niti.

Lastly, I need to know the payload of Agni 3 and 5. I tried on net but got confused. Can someone help me out?

May be he was talking about a single 1.5 ton warhead when the missile is not Mirved.
but Maximum declared yield is 250kT. That means if the warhead is 1.5 ton, then its sure that the yield should be more than 250kT If we have achieved the technology to miniaturise the bomb like W-76(162kg) warhead of Trident missile and W-88(approx. 360kg)

Agni-IV, previously known as Surya is China specific and doesn't affect our geo-strategic interests.
There's no need for tit-for-tat response but It certainly clears the way for us to extend range of our millies in future.

Thats right, for you maximum 3000 Km should do, unless you want to keep Andaman in target range too.

And if Pakistan has 3000 KM , it can Hit everywhere in Afganistan and some parts in Southern China too.
