FGFA will be as much Indian designed as MKI is Indian designed.
The detailed design phase of the AC is done and over with for all intents and purposes. The Indian component for the R&D revolves around mission avionics and computers, ancillary avionics, engine sub-systems (NOT the engine design itself), production engineering wrt air frame and optimization of FCR with Indian TRMs.
NO country, except one exception, is going to hand over "ToT", all that is labeled as ToT is in truth M-ToT which enables in-house MRO. It is not India which is unhappy but the IAF, they had hoped that certain third party systems that they were able to bring over to the UPG could be license built and qualified for the FGFA- something which very much would require certifications and basic integration research- which is contrary to what the Russians want.
License or joint production is like working as a cook in the kitchen the chef may allow you to chop the vegetables or let you prepare some of the ingredients but he will never pass on to you the secret of the sauce. The only ways to develop a real domestic arms industry is either you do R&D and pour all your resources into that or you have to "steal or copy" the technology from a established source and build and improve on that. By doing all this JV's your only going to spend huge amounts of money without getting what you really want in the end which is a totally domestic high tech arms production industry.

Why you do think we are pursuing LCA?
The several advantages of LCA include the emergence of supporting infrastructure and severals labs, wind tunnels which will form base for next gen fighters.
Before LCA we didn't have these labs and supporting infrastructure.
The LCA isn't in service yet and it also isn't state of the art either, its comparible to the J-10, F-16 or Mirage 2000. Not to mention that both the engine and the radar and other components are foreign made. But its a good starting point for India none the less. But India is taking resources away from programs like the LCA by buying Rafale's and PAK-FA's.
Perhaps India should hack more into US servers like China. That will help them. Also, they could go around picking up bits of destroyed US equipment to learn more. Hey! That's what China does!
