ISI is mostly a military intellegence unit and always been headed by a Lt general rank officer who reports to military leadership of pakistan and follows it directives. The civilian govt dont have much say over its activities.

Whereas RAW though deputes military personels as per requirment its largely manned and always been headed by an IPS (indian police service) rank officer who reports to union cabinet secretery and also has direct access to indian prime minister.

All activites of RAW are governed by the directives of the civilian leadership of india just like its US counter part CIA ..

Thats major difference between RAW and ISI otherwise both do function as external spy agencies.

Your claims of India helping Srilanka are objectionable. For a while LTTE was on RAW's payrole. All I am suggesting is that you should include previous history and also understand why India agencies turned on them. Much like Pak agencies turned against Taliban.
