There's a difference in Indian and Pakistani approach. You're asking the world to block all arms sales to Pakistan, something you've been trying to do for decades but failed most of the times.
We never tried to block the nuclear waiver, instead we demanded equal treatment...thats a huge difference.
I do not believe India did this every time or even for decades, they are doing it in right know because of the mumbai terrorist act. In a way, I do not blame India for this move because the cooperation from Pakistan is minimal and there is lot of showmanship of disorganization from the Pakistan gov't.
And also coming to point of other issue regarding this, Even President-elect Obama has said that the money given to Pakistan was not used for the terrorist, but to build up defense for India. That did ring a loud voice to India and being enemies gave India some right that Pakistan is mismanging the money for it benefits.
And do not expect that Pakistan would not do likewise, the only reason it has not done so is because India has not bought from Pakistan's suppliers. If India decided to buy arms from China tommorrow, Pakistan would be the first one to start "Whinning" as the word has been used here.
