@Chinese-Dragon: you are right. But if we look at the regions,it's economy,educational facilities we might get an idea.Also a deep study on the criminal's psychology may help as well.

The source of all crime is when the society seek to understand the criminals and finding excuses for them. Though it might be a good academic and medical reason to study the psychology of criminals, the psychological factor should not be a factor in a criminal case. The criminal justice system should be there to determine whether an individual committed a crime and punish the individual instead of understanding the criminal and provide excuses to escape punishment.

The conservative culture is partly to be blamed for this. Because women are segregated and off limits to men everywhere, they pounce at the first chance they get. Without a doubt, the number is higher in India. But if no one report the crime, there is no statistics. So the number for India is probably the number of times its world renown media has reported rape cases instead of actual police statistics.
