Japanese put in a huge amount of effort to modernize due to fear of being ruled by western countries. Vietnam has been in many wars in 1900's and our civil war was not too long ago.

No, the real problem is government corruption in Vietnam and government control as well as human rights and freedom. Hopefully, it gets better soon.
