I'm guessing that there is probably more to the story than what has been posted, but I will say that when you essentially, create a city, really since just 2006 when Sheikh Mohammed assumed leadership, things may get neglected. Maybe it had to do will soil condition in building a sewer system. Maybe it had to do with how projects were developed, or how the city was administered. I don't know, but I do know that whatever Dubai's problems, to have started where they did and wound up here in so short of time...
