Diplomatic ciphers contain all sorts of conversations and are not revealed due to the fact that they are used for internal communications and reporting by diplomatic missions abroad to their central governments. That is all. Not all content turns out to be meaningful or important, but they are useful tools for constant updates. They are an integral part of diplomacy. That is all. Revealing the content would simply shut out Pakistan's diplomatic channels by all countries for the future, please keep in mind, due to the grave breach of international respected and followed diplomatic norms.

It is more complicated than that. Sharifs, Zardaris, Kiyanis and Bajwas etc invest and run their stolen money via multiple layers of multinational corporations that are nearly impossible to investigate and prosecute. Pakistan is at a stage where the only solution is to let it all burn. The only way forward is for the intelligencies to get involved, but they too are on stand-by wait-and-see mode. The police and courts in Pakistan are the actual root of all the evil because they provide legal cover for these criminals.

Unfortunately they are too busy covering for their chief's shananigans.

A country like Pakistan needs a full fledged Pentagon like institution. It has been shown that one man can disrupt and turn the GHQ on its head. One man's positional power is too overbearing. A Sharif at the Pentagon would get chewed out in an elevator. But even near a GHQ can pull strings. That is too sad of a reality.

Again, all of what you mention above is totally internal to Pakistan. The decision to let it all burn or not is up to the people of Pakistan, and no one else. It is their choice to determine their national direction.

Think this meeting is being over blown. IK seems to want to move on from the cypher situation which is positive. If and buts don't tell us anything. Whoever wins the election will need to engage the US and visaversa. IK got on well with trump historically conservative leaders in Pak got on well with the republicans and the sharifs/zardaris with the Democrats. Trump coming back will also reset relations vs biden who's focus is Russia and China.
