I don't understand what is he thinking? Tackling the problem without addressing the root cause isn't addressing at all. I believe he is too patriotic and has good for the nation in his heart. That is why he is never able to take a strong/firm stance against the mill establishment (core issue of this problem), the way he enjoys public support he can create a much worst situation for the Generals as we witnessed in Turkey or maybe people around him plant this idea in his head that any strong step against military will be against national interest as he often refers it in his speeches. So maybe you are right he needs a sledgehammer by his side.
