Ask any secular guy in the West or East, he would call Qadianis Muslims as their practices are Islamic, even when their beliefs differ from traditional Muslims. One cannot ban people from calling themselves Muslims just because they hold different kinds of beliefs, ideologies than traditional Muslims. If same bigoted "logic" was applied to Christianity and Judaism, it would form thousands of new religions in both of these Abrahamic religions when in fact they are just new modern sects who break from traditionalists.

Muslims may consider Qadiyanis non-Muslim, still they have no right to punish them for calling themselves Muslim or pray in their prayer houses which they call Mosques. Secular democracy does not allow discrimination of religion or discrimination of sects within a religion.
