Mate, as long as your friend is not planning to enter India illegally, she(presumably) can travel easily to any country or state like Dubai to meet you.
As things stand, its actually cheaper and simpler for Indians(like you) to fly to Dubai than to Nepal.

I do not know about tourism but lots of lone students are studying there. Now that can be something to facilitate Chinese administration but my counter parts need to understand that they are using it out of context in their haste to score their points.
