No these are not dilect of hindi . Hindi is derived from Khari boli but Brajbhasha, Awadhi , Bhojpuri have a different history . And yes everyone in UP is able to understand answer speak Hindi fluently.

Actually I had a friend from AP, from Telegana Area. He is all for separate Telegana State and a die hard supporter of TRS and freak out at the mention of Hyderabad Nizam who according him was reason for the backwardness of Telegana. Also he have no good word for Andhraites especially the Reddies.

khari boli is not exactly perfect hindi and none of these dialects are perfect hindi but these all together are known as hindi

the constitution of India adopted kari boli as national language with a lots of correction

and in general sense we call it hindi

but brij basha, awadhi, bihari are also hindi

for ex: if a person speaking awadhi, you can say he speaks hindi but you can not say that he speaks brij bhasha
and if a person speaks khari boli again you can say he speaks hindi but you can not say he speaks awadhi
