Yes indeed, the Brown-shirt Nazis in the doorway are New York Nazis in the 1930's. After WW2 started they were shut down, but before that, like any other political party, they were allowed to exist. Kind of like the U.S. Communist Party in the 1950's. In theory they were allowed to do their thing, but in reality they were scrutinized and hounded, and being a member of the American Communist Party was a good way to become a pariah.
