I am note sure what India is expect from ICJ. It is not a court of criminal appeal and at best it can order that India have consular access to him.

Any other verdict is outside the jurisdiction of ICJ and GOP must make it clear that it will neither accept nor enforce such verdict (if given) and that it will carry out the death penalty in accordance with our laws.

The ICJ is an organ of the United Nations. I am kind of hoping you DO ignore the ICJ ruling. That would give India a lot of ammo the next time you mention UN Resolutions.

ICJ though organ of UN but could not force it's ruling where UN resolutions could be forced ... so just forget about 'lot of ammo' mantra.

India offered consular access to Kasab. Your Government did not provide it.

India and Pakistan never signed any such document for consular access; else India hadn't needed to approach ICJ for only consular access; it could automatically be given.
