I don't think PCB can be fined.
Rather if they don't participate, they will only loose the revenue which ICC gives every board for participation.

I don't think both are the same things.

Security comes first. If they feel threatned they should not come. Life is more important.

If the concerns are genuine, then pakistani team should stay away fro world cup. They will be replaced by any other team.

After all life of players and pride of the nation comes fist.
I dont think pakistan as a nation will lease their pride and come to play in india after these concerns.
