From fours years ago, is Xi finally following through on his plans? The timing is odd.

The move reflects the president, Xi Jinping’s, campaign to allow more citizens to take part in what is termed the “Chinese Dream” of middle-class prosperity and household security. State broadcaster CCTV reported on the reform on Sunday’s noon-time news under the heading of “underscoring the importance of people as the foundation and advancing fairness and justice”

Most ppl keep their farm hukou to maintain land and buy properties in nearby cities or towns. Major tier 1 cities are overpopulated and China wants the farmers to move to tier 3 or 4 cities

But still majors cities receive the most migrants. E.g. Hangzhou population increased in 2019 - by 500 000.

To make people from rural areas moving to tier 3 and 4 cities easier, so they can spur economic growth in 'Developing' China cities (Tier 3 and 4 cities)

For cities with a population of over 3 million, restrictions should be eased for groups such as migrant workers with stable jobs and college students from rural areas, according to the document.

The document also instructed local governments to promote basic public services, such as healthcare, education, and housing for those already living in cities without hukou, including their family members.

Under the national plan for a new type of urbanization, China set a goal to help 100 million rural residents and others living in cities without hukou to settle in cities and towns from 2014 to 2020.

This is probably the greatest news for vast majority of Chinese. It opens up so many opportunities for so many people.
I'm afraid to say, everybody who wanted to move to cities, did so long ago, with, or without household registration.

There were already far from unattractive cities economically who were ready to give registration to anybody to attract labour force for over a decade, to no avail.

Labour markets tells more about that than anything.

But still majors cities receive the most migrants. E.g. Hangzhou population increased in 2019 - by 500 000.

Official stats are by far not accurate. There is no way for authorities to reliably distinguish temporary residents from permanent ones by household registration alone. Shenzhen administration is regularly inviting foreign demographers to make sense of the situation in the city. The demographer's headcount is differs from one done by papers only by millions.

The city is a bit of an extreme case, but the situation in the rest of China should at least reflect the same dynamic.

Do you have any other demographics research in that case? In what way differs from statistics released by the government, more people live or less?

I don't know how it's done outside of Shenzhen. The demographers Shenzhen invite do everything from counting cellphone users, to transport usage, to food, and water usage, to door to door canvassing.

The trick seem to do as really high number of independent measurements over high quality samples, and then use them for some statistics trickery to cross eliminate error in population wide data.

In our case, SZ now stands at 13m people by household register + resident card holders count, but 20m by count of demographers that is closer to the number of people physically present, including temporary workers, visitors, and etc.

My friend parents are working in Shenzhen, but they have a home in Huizhou in these tall apartments buildings. They go to Shenzhen for 5 days and return for weekend home.

Should they be included in the Shenzhen population? I think they shouldn't. It's similar in Poland we have a "meldunek" , and officially in Cracow lives 800 000 people. Not officially at least 1 million, with people working from all over the agglomeration 1,5 million daily in Cracow.
