The fact PLA loves this HQ-17 so much compare to HQ-16 is that this one can move together with armour units and once enemy aerial threat are detected. HQ-17 stopped and identify the target, lock on and fire off the missile at the threat.
Compare to HQ-16 which cannot move together with the mobile or armour units. This HQ-17 is a massive asset for PLA ground units. CAS and attack helo will be easily meat for this missile.

China is buliding lot of different Air Defence systems we should go for 3 to 4 different medium and long range Air Defence systems at least 36 batteries and place them on eastern border and around important places and work hard to come up with Anza III

HQ-17 & HQ-16 play different roles in PLA.HQ-17 serves as a brigade/division level SAM.HQ-16 is a group army level system.
HQ-17's chassis seems better than Tor's.

the US hasnt flown over china in a long time, and not likely to in the future short of actual war. for countries like china and russia the US has to make do with satellites and ground intel.
HQ-17 is a one mobile platform , all system short and medium range air defense system. While accompany armour unit providing air defense. It will move and scan at the same time. ONce enemy air strike unit detected. Whole armour unit will stop and so as HQ-17. HQ-17 once stop and acquire enemy unit target. It can immediately fire and engage 2 unit at the same time. Its 12km missile range easily outrange ATGM carry by Gunship and will post seriously problem for CAS and attack helo.

So, if the tor-m for armor unit air-dfense then what the pantsir for?.
Panstir is more for low level air defense and interception of PGM against armour column.

Then, why to system as lng as one system can do the job better in case of the pantsir?.
Tor is more for low and medium level air defense. The missile is bigger and fly higher and further. And being track mobile. It far more expensive to maintain but retain excellent cross country abilities compare to wheel.

See, the Chinese inducted the tor but never the pantsir wonder why. But also the pantsir has the ability to intercept the atgm or even the arm.
The Russian sams were built in the Soviet era as multi coverage umbrellas. The Chinese have license production of the full spectrum of the missiles. Only made sense. Why the Chinese didn't develop new missiles, IDK, but atleast they have a way to fight America's planes, but expensive.
Its always interesting to note that India purchased the S-300 in small numbers but fell back on Barak 8 with Israel instead.
