How would you break Pakistan into several provinces?

Keeping in mind to break the provinces on geographical and economic grounds not ethnic ones.

i want Karachi into 2 if not 3. and Punjab, KPK and rest of Sindh pop-wise. may be 4-3-3

Like that would make a difference.

As long as there's lack of patriotic, honest leadership, you can divide Pakistan to 52 provinces and it's not going to make a difference.

But i am happy with the 4 provinces. Maybe divide Punjab into two since it's so huge.

Personally i believe divide Balochistan into 4 provinces. 1 where is Quetta. 1 in middle, 1 to east and 1 where is Gwadar. Sindh into 2 provinces. Punjab into 3 provinces with Lahore and Faisalabad as one. Bahawalpur and Multan as 2nd. Islamabad and Pindi side as third. Divide KPK into 2 provinces.

Dissolve the provinces by reintroducing unitary state model. The country should be divided into many districts with strong local governments.

No need for any of that. Just new south Punjab province to bring balance in parliament and resource allocation. After FATA merger into KPK , balance between all four ( +1 south punjab) would be achieved.

Politically, I'd abolish all of the provinces and merge the country into one unit with hundreds of municipal districts, each with a federal seat (or multiple seats based on population).

Create a tax revenue split with each district (based on each district's population, economic utility, etc), but aim for a 39%/61% ratio (in favour of the district).

I would also publish the revenue documents of every district -- so that people know how much money their local gov't had for spending, and how much they gave in taxes to the federal state. This way, corrupt local actors can't easily blame federal, and likewise, the federal can't hide injustice to a local district (in the reverse situation).

I'd also institute a 'standard-plus' education curriculum, i.e., the mandatory parts being science, math, Islam and English, and the 'plus' part being the local district's choice of anything (local languages, specialized education, or something else).

Note, I specifically chose English as the standard language because, at this point, there's really no dispute as to its economic usefulness. Still, each district has the option to pursue Urdu, Punjabi, Sindhi, Pashtu, and literally any other language otherwise (we might see some districts with Arabic, Persian, Mandarin, French, etc).

Don't have to be all fancy.... Just split Punjab into 2 and bring an international standard local government system in all provinces that is not under the influence of the provincial government. It is not rocket science. Having 10-12 provinces is unfeasible... Imagine the amount that will have to be spent on secretariats and protocols of 10-12 provincial governments, assemblies, MPAs and chief ministers. Ghareeb quam se 4 tou sambhalay ja nahi rahay.


Breaking Punjab is necessary since it is far bigger than other provinces and therefore it has a bit too much influence resulting in trampling of other provinces' rights. So a North-South split in Punjab is the only division needed.

In early 90s Pakistan army conducted a study on this and they came up with a report. That report remains classified till today but it was leaked to many journalists. Even Tahir-ul-Qadri mentioned that report in his dharna speech.

According to leaks that report suggested 15 provinces for Pakistan and then a presidential system to rule the country. InshAllah one day J&K will be part of Pakistan as well that means according to that plan Pakistan can get 18 or 19 provinces and a presidential system.

Army reportedly backed off from that plan as no political support was there to implement it. Recently there is again talks of the presidential system in Pakistan so wait and see.

We have discussed this topic many times in the past. There is a recent thread about Hazarah Province.

First ask yourself....

1) Do we need provinces?

2) What is the benefit of having provinces in Pakistan?

3) Is provincial government providing any benefit to the public?

4) Can we survive without provinces if the local body system is implemented correctly?

In my opinion, Provinces should be given a title of region, for example, Punjab region, Sindh region, Balochistan region, KPK region and GB region. Divisions within the region should become administrative unit. This will eliminate the need of provinces and 18 amendments. Decentralize the power down to union council level. From Federal to Divisions, and from there to districts and to union councils. I have already discussed the responsibilities of Divisions and districts in a different thread.
Here are some of the responsibilities of district government.
  1. Economic Development:
    • Economic development and community development initiatives, this will assist Federal government.
    • Every small Business must be registered with district and pay the annual registration fees (Standard fix fee).
  2. Environmental Control: Solid waste disposal, support Federal government with air and water quality management
  3. General Government:
    • Vehicle registration, both personal and commercial.
    • safety inspection & Emission testing of personal and commercial vehicles must be done at district approved locations.
    • Assist in Taxing, budgeting, purchasing, property management, building inspections, district facilities management, planning and zoning.
    • human resources administration, board and commission appointments
    • Assist with election.
  4. Health:
    • Assist federal government with various children and family services including Family Planning Association of Pakistan (FPAP), Child adoption, Child protection services, Benazir Income Support Programme (BISP) and poverty elimination programs.
    • Also assist with mental health services, health and hospitalization,
    • registration of all medical facilities including clinics and hospitals within district
  5. Judicial: Court records archive, title issuance, collecting and disbursing court costs (Clerk of Courts); operations of appeals, common pleas, municipal, juvenile, probate, and domestic relations court.
  6. Public Safety:
    • Each district will have it’s own police department which will report to Deputy commissioner of the district. In maters related to district police, DC will report to Commissioner of Division (or CM if you want to keep the provinces).
    • Rescue 1122 service and District security
    • disaster planning and emergency management (EMA)
    • regional law enforcement information network (CLEAR)
    • criminal and civil attorney, law enforcement, jail operations, court security, crime investigation.
  7. Public Works: Water and sewer treatment plant, Construction and maintenance of the roads and bridges within district.
  8. Recreation: Financing and operations of parks, historical building and monuments, Zoo, Cultural activities, Museum, etc.
  9. Social Services: Job and Family Services, Vocational training, Senior services.
We have 132 districts in Pakistan. If every district government start working and fulfilling it's responsibly, we will see some real progress in the country.

Your solution is the most practical, most economical and effective. 132 district, each district have it’s representative in the federal government. Digitization and transparency will make this process much simple and easier. NFC award go directly to the district. District will use the money on various projects and share the progress in online portals with the resident of that district.

This was done during ZiaUlHaq time and he almost implemented it.
