Be better off breaking the corrupts than provinces.Like that would make a difference.
As long as there's lack of patriotic, honest leadership, you can divide Pakistan to 52 provinces and it's not going to make a difference.
But i am happy with the 4 provinces. Maybe divide Punjab into two since it's so huge.
Don't have to be all fancy.... Just split Punjab into 2 and bring an international standard local government system in all provinces that is not under the influence of the provincial government. It is not rocket science. Having 10-12 provinces is unfeasible... Imagine the amount that will have to be spent on secretariats and protocols of 10-12 provincial governments, assemblies, MPAs and chief ministers. Ghareeb quam se 4 tou sambhalay ja nahi rahay.
Breaking Punjab is necessary since it is far bigger than other provinces and therefore it has a bit too much influence resulting in trampling of other provinces' rights. So a North-South split in Punjab is the only division needed.
so divide and then what? same corrupt leaders ? same mafia and same landlords? really?
if u can divide one soba per house, this wouldnt solve the problem...

Politically, I'd abolish all of the provinces and merge the country into one unit with hundreds of municipal districts, each with a federal seat (or multiple seats based on population).
Create a tax revenue split with each district (based on each district's population, economic utility, etc), but aim for a 39%/61% ratio (in favour of the district).
I would also publish the revenue documents of every district -- so that people know how much money their local gov't had for spending, and how much they gave in taxes to the federal state. This way, corrupt local actors can't easily blame federal, and likewise, the federal can't hide injustice to a local district (in the reverse situation).
I'd also institute a 'standard-plus' education curriculum, i.e., the mandatory parts being science, math, Islam and English, and the 'plus' part being the local district's choice of anything (local languages, specialized education, or something else).
Note, I specifically chose English as the standard language because, at this point, there's really no dispute as to its economic usefulness. Still, each district has the option to pursue Urdu, Punjabi, Sindhi, Pashtu, and literally any other language otherwise (we might see some districts with Arabic, Persian, Mandarin, French, etc).
i want Karachi into 2 if not 3. and Punjab, KPK and rest of Sindh pop-wise. may be 4-3-3
