How PTI can win a majority in Sindh

The truth is when someone talks about more provinces… it sounds nice to my ear but the reality is every party has stayed in power and did little to none for creation of provinces

PPP, PTI and PML-N have all demanded more provinces but when they come to power, they do nothing

The only way Sindh can progress is through education and integration with rest of the country. Parts of Sindh are extremely backward and blind supporters of their political parties

How to deal with the issue of Sindh and how to release Karachi from the grip of the Zardari PPP waderas is one of the most important problems that Pakistan faces today. With Karachi being the most populous city in Pakistan and its industrial and financial center, the city is critical for Pakistan's economic growth.

The country will never be able to realize its economic potential without Karachi being released from the control of the Zardari PPP waderas.

The Pakistani establishment has tried to make life easy for themselves by handing over Karachi to Zardari permanently. No matter who the people of Karachi vote for the city is always controlled by PPP through their provincial assembly seats in rural Sindh. They have no sympathy with the people of Karachi and basically loot the city non-stop, turning it into a dump.

The 18th Amendment to the constitution of Pakistan have handed most administrative powers to the provinces, turning them into semi-autonomous countries, independent of the federal government. The constitution provides for local governments, but this has not been implemented in defiance of the law.

The federal government, therefore, has little power in Karachi, and the local government is toothless. Everything is controlled by the provincial government and that is controlled by the Zardari mafia.

There are many ways of liberating Karachi from PPP.
  1. Full Reforms. New constitution in Pakistan that creates 32+ provinces. This way Karachi becomes a separate province.
  2. Limited Reforms. Only a few new provinces are created, like South Punjab and Karachi.
  3. Karachi is declared a federal territory.
  4. PTI wins a majority in the Sindh assembly.
My preferred option is number 1, because the whole country needs fixing, not just Karachi. But assuming that PTI is not bold enough to implement revolutionary changes in Pakistan, there is a way to gain control of the Sindh assembly.

The main way that PPP keeps control over Sindh is by conducting fraudulent censuses.

In the 2017 census Karachi's population was counted as 15 million, when in reality it is closer to 25-30 million.

Population Distribution in Sindh According to Census 2017 (Population of Karachi: Reality vs Expectation) (Downloadable PDF)

If you include Hyderabad then Sindh's urban population is probably 65-70% urban. The seat distribution for the provincial assembly should reflect this if a free and fair census is conducted.

If/when PTI wins the elections and comes back to power one of the first things it should do is to hold a census in Sindh and then force an elections for the Sindh assembly.

PTI is likely to win a majority in the Sindh assembly, and will be able to carry out development activity in both rural Sindh and Karachi.

They should also get rid of the 18th Amendment and create local bodies based on international norms, so that local governments can work properly. For example, in other countries the police is always in the control of local governments, not the provincial government, like in Sindh.

The warlords of Sindh, like Zardari and the PPP waderas will threaten a Sindhudesh movement if they see their power slipping, but that is a separate issue and will need to be dealt with by the army.
PTI can support MQM Karachi as a new province of Pakistan stance by this they can tackle these ppp zardares wadaras...

China has said that everything will be fine if the army is fixed. Kashmir will get free and all the small provinces will be put in order. In order for the army to become more effective, it need to be led by top brass representing all ethnic groups in Pakistan.

Will never happen

Sindh and Balochistan (southern) everything is run by waderas and tribal chiefs

Sadly that is the case. It will take YEARS to even make a dent.

Most of our Sindhi folks love the Bhuttos that is just fact. They link the family to the empowerment of Sindh so therefore any attack on them is an attack on Sind which is dangerous but has also kept away the threat of Sindhi separatism.

Baluchistan is actually much better as any family with money or has sons/daughters educated make a run from the province and settle elsewhere. The problem is the Baluch left behind who live in servitude to the sardars and they are the voters.
We rely on the Pashtun population to keep that region strong.

Very good idea I would propose some minor changes

Pakistan should be divided in the following way

1. North Punjab
2 southern Punjab
3. Bahawalpur

1) Southern Sind Karachi Hyderabad
2) Central Sind from Hyderabad to larkana
3) north Sind Larkana to Punjab border

20% of provincial taxes collected from southern Sind be used for development projects in the other two provinces for 25 years. SS will have say in how this money is spent. It would require to fund at least 2 universities in each of the provinces, hospitals, roads and other infrastructure.

All black quota system cease to exist

1) Southern Baluchistan
2) northern Baluchistan

1) KP
2) GB
3) FATA

1) independently administered azad Kashmir
2) independently administered occupied Kashmir

by having less provinces it will be simpler to manage

2/3 majority to pti, then remove 18th amendment, then make karachi under federal and wait till zardari gone then gather all karachi political parties to have all seats from karachi and few from sindh then something could happen.

Sounds very dangerous. Similar to how religious extremism is spread to counter nationalist ideas and then later on fight against extremist takes place, then the same extremism talk love and be sweet but deep down are still the same. The day the state becomes weak then they will pop their heads out. Nationalist parties are very dangerous.
As someone from interior sindh, unless your a nationalist party you won’t get any votes in interior sindh because most the population super uneducated and vote ppp solely for nationalist reasons.
If you want to break sindh away from the shackles of ppp, then you have to take risks.

Exactly, supporting ethnic-nationalist parties is a receipe for disaster, and I’ll leave it there as not to spell out the dangers anymore then have been said. It’s also what foreign adversaries of Pakistan would like; dividing the nation up along ethnic lines and not differences of politics based on ideas.

Further, the best way is an open and fair census, and reallocation of seats based on the population. Any other proposal leaves open the possibility of the entrenched parties finding “legal” means to reverse the changes.

But this has to also be a policy platform of PTI nationwide, requiring redistribution of resources to areas of large population which have been relatively underserved in the past, such as South Punjab, as far as I understand (I’m open to being corrected if I’m wrong).

This is not to say, the shift in the budgets should be done in a dramatic way, as not to disrupt services people depend on, which would spark a backlash, but a 2-3 year gradual phase out and redistribution to correct for the ways of the past.
Interior sindh is very different from the rest of Pakistan. Someone from interior sindh like me would know, no party unless a Sindhi nationalist party will win in interior sindh.

Sometimes you gotta fight fire with fire.

Education won’t come to interior sindh as long as there’s 18th amendment

Sadly that is the case. It will take YEARS to even make a dent.

Most of our Sindhi folks love the Bhuttos that is just fact. They link the family to the empowerment of Sindh so therefore any attack on them is an attack on Sind which is dangerous but has also kept away the threat of Sindhi separatism.

We rely on the Pashtun population to keep that region strong.
The only way to win sindh is break ppp’s votes on the same ideology they preach.
So that means creating multiple new Sindhi pro Pakistan nationalist parties to break and divide the votes in interior sindh while the educated class votes pti, and since nationalist votes are divided, pti will win. Then once pti comes to power mass educate interior sindh and get rid of all nationalism.

I’m from interior sindh I know the realities of it and it’s full of nationalists. Waderas are only alive cuz their all linked to ruling parties.

If census is completed &
90% karachi/hyderabad votes for him and GDA and PTI do seat adjustments

Not going to happen as census was held

I agree. I don't see any way around it unless the people of Sindh call for a change and reject the old parties. The way for that is through education/awareness.

Karachi a federal territory sounds good. The 1st option is the best. Turn 32 big cities in to provinces, they elect own mayors and local government, I don't support provinces based on ethnicities. but will the nationalists of all provinces accept it?
Than Lahore Peshawar Quetta too you cannot defeat resolve of Sindh and it's people Karachi is part of Sindh we won't allow Punjab milk Karachi as they doing with balouchistan

Never realised Karachi and Hyderabad are majority Sindh areas by population. True census is the simple way.

Education is the key but what type of education is very important. If educated Punjabis vote for PmlN but the same people then request the party to stop corrupt practises, build schools, hospitals, development then its fine because PmlN has become Pti. So if education can change people for the better of the nation then slowly all parties will become hard working because their educated voters have high demands.
Actually in my experience contrary to popular belief educated people are more into PMLn than PTI (Lahore)
They have thier own reasons- khata hai to lagata hai
They vote for devalopment more than for ethnic, ideological reasons imo
Now what they don't know is that all this fancy devalopment is loan money, and your cheap goods are imported and is not sustainable
But thier reasons are less inflation, devalopment, and buisness class also like PMLn (manufacturing class do not look at all of Faisalabad turning red for PTI )
PTI is young man's party (above 25 curve starts turning against PTI), working class is devided

This is not all of Pakistan, but more of what I know from my experience

Option 1 is totally unpractical and will be disastrous for the Federation of Pakistan.... However, Punjab should be divided into 3 parts i.e :

1. NORTH PUNJAB - can be comprises on the Districts of Rawalpindi, Attock, Mianwali, Jhelum and Chakwal.

2. SOUTH PUNJAB - can be comprises on the Districts of Multan, Bhawalpur, Rahim Yar Khan, Muzaffargarh, Layyah, Lodhran, Bhakkar, Dera Ghazi Khan and Rajanpur..

3. CENTRAL PUNJAB - can be comprises on the remaining districts.

If Punjab gets divided into 3 parts, it will balance the Federation and it will balance the provincial representation in the National Assembly, PSDP, FPSC and many other federal organizations... It will boost the confidence of smaller provinces over the Federation as well as this step will reduce the domination of 1 province over National Assembly, Judiciary, FPSC, Foreign Services, etc etc......

Being wish-full, Karachi deserves to be and should be a separate Province, with the inclusion of Hyderabad.

But being realistic, any attempt to divide Sindh, will create a huge polarization in Sindh between the Sindhi-speaking and Urdu Speaking communities... Which may cause blood-shed between ethnic fights, even heavier than what we saw during 90s and during PPP rule from 2008 to 2013...... Furthermore, Pakistan currently can't afford such communal polarization and ethnic rift in Karachi / Sindh - which shares 60% of Pakistan's Exports and 65% in Revenue Collection. So this option should not and can not be considered....

However, the best alternate option for Karachi, is to have better Local Body System (LBS), in which CITY MAYOR should be elected directly through public votes and should be given maximum empowerment (same system earlier proposed by IK)... Direct transfer of funds from Federal Government to Mayor can also be an option...
