I can never understand their national mindset....
Let's focus on our joint projects.
Guizhou Province has way worse geological conditions than any South Asian country.
But she is now eyeing 10,000 expressway in 2020 from today's 6000km.
There is no way to stop Pakistan, Sri Lanka, BD and Nepal from having such premier roads.....and other civil and industrial projects, which are about inclusive growth as opposed to containment and coercion.

That is perhaps the problem here- and the result is failure of Chinese company getting the footprint they deserve given their massive size in South Asia-

This part of the world and like most part of the world is unlike China- People here follow democratic system of rule- And the ultimate power rests with people and not the Govt- Like the Govt- in China the Govt- of all these countries including Pakistan want to be like China when It comes to infrastructure and policy making regarding infrastructure, Industry etc-

But guess what Its the people who hold the key- Every person wants electricity but transmission lines must not pass from his land- they also want an expressway and a bullet train station at their door steps but the land must not be theirs- Or for that matter irrigation canal or a power station or a solar park-

Similarly there is stiff competition in between provinces as you can see in the case of Pakistan where every province want a lion share of the Chinese investments- some want even If it is illogical or not feasible economically-

Now what If the Central Govt- decides enough is enough and they proceed with their bulldozers anyways- People start rioting and burn the bulldozers and after 5 years when the time comes boot out that Govt- and brings in a new one which promised them Justice(what they wanted) before election- and the process repeats- There is a thin line these Govts- have to walk- Which means slow speed and not being China- I am sure these things would sound strange in China but this is how It is in these parts- The democratic process ensure that things don't go worse from bad as you can see in the case of Africa where the Govt- persists anyway and use Military force and then people decide Its time for another country-
