Home Minister reviews the functioning of Internal Security Division and Narcotics Control Bureau

The Union Home Minister Shri Rajnath Singh chaired a review meeting of Internal Security (II) Division of MHA here today. Minister of State for Home Affairs, Shri Hansraj Gangaram Ahir, Union Home Secretary Shri Rajiv Gauba, Special Secretary (IS), Smt. Rina Mitra, Director General of Narcotics Control Bureau (NCB), Shri Abhay and Senior Officers of MHA and NCB attended the meeting.

The Ministry of Home Affairs (MHA) has further liberalised the Arms Rules to boost “Make in India” manufacturing policy of the Government as also to promote employment generation in the field of manufacturing of arms and ammunition. A notification in this regard has been issued on 27th October, 2017 by MHA.

The salient features of the liberalised rules are:

  • Life time validity of manufacturing licence.
  • Single licence for multiple units.
  • Provision of direct sale of arms/ ammunition to Central/ State Governments by the manufacturers without permission of MHA.
  • Enhancement of capacity upto 15% of the licenced capacity with intimation to MHA.
  • Rationalization of licence fees, maximum licence fee being Rs.50,000/- only.


The Union Home Minister stressed the need of further strengthening of the Narcotics Control Bureau (NCB) and its field formations. He stressed on creation of forensic capabilities, forfeiture of proceeds of crimes and capacity building of investigators.

NDAL-ALIS was started on 22.07.2016. The objective of NDAL-ALIS is to facilitate applicants to apply online for arms licences and other services and time bound delivery of services by licencing authorities. The efforts in this direction are in advanced stage.

The efforts made by MHA in coordination with Ministry of External Affairs resulted in extradition of Mohammed Sultan Abubakar Kadir @ Captain Kadir from Singapore.

The Goa Police on Thursday arrested French national Stephane Humbert (58) for alleged possession of narcotic substances and foreign currency worth ₹6.5 lakh.

He was arrested during a raid at Chapora village, considered a popular narco-tourism destination. Officers from Anjuna police station seized LSD strips, cocaine and charas worth about ₹4.5 lakh from Mr. Humbert.

“We have also seized around ₹2 lakh in foreign currency from the accused. He has been booked under relevant sections of the Narcotic Drugs and Psychotropic Substances (NDPS) Act. He will also be booked for possession of foreign currency,” a police spokesperson said.

30 million meth pills along with more than two tonnes of “ice” and heroin in a record bust, the government said on Thursday, as drugs pour from labs in lawless border regions.

“It’s the biggest drug seizure with the largest amount (by value and quantity) in (our) history,” a senior police officer from the anti-drug department told AFP on the condition of anonymity as the investigation was ongoing.

In addition to the meth tablets, the authorities found 502 kg (1,104 pounds) of heroin and 1,750 kg of crystal methamphetamine, or ice, bringing the total estimated value to $54 million, or one-fifth of the amount of narcotics seized in the country in all of 2017.

A picture of the packages of drugs stacked high on a table was published by the ministry.

Myanmar is the second largest opium producer in the world after Afghanistan, but levels of poppy cultivation have declined as demand for methamphetamine surges, leading to numerous multi-million dollar busts.

Its lawless border areas are the hub for Asia’s meth producers, who pump out “yaba” meth pills and ice, the more addictive crystallised version, across Southeast Asia.

Drug trafficking has been increasing around the country, especially in war-torn northern Shan State as many ethnic armed groups use it to buy weapons.

Ludhiana, January 18

A man was arrested on the Kohara-Machhiwara link road on Thursday morning for carrying 5 kg heroin.

The Ludhiana Special Task Force (STF) arrested the man early in the morning.

The identity of the accused is yet to be ascertained.

A case has been registered and further investigation is on. ANI

The Narcotic Crime Control Unit (NCCU), Kangra, and the police conducted a raid at a house in Bhadroya late last evening recovered 52 gram charas, 3 gram heroin and 190 sedative capsules from the possession of Rekha, wife of Sardari Lal. She was arrested and a case under the NDPS Act was registered against her.

Prem Singh, DSP, NCCU, said the police was keeping an eye on the woman following reports of her involvement into drug trafficking in the border area of the Nurpur sub-division.

According to information, her husband had been arrested by the police with narcotic drugs in the past. In another case, Hardeep Singh of Salikulian (Pathankot) was arrested with 2.15 gram heroin during night patrolling at the Airport Road.

On seeing the police, he tried to flee, but was nabbed and on search, heroin was recovered from his possession. A case was registered against him.

Meanwhile, the Nurpur police today recovered 240 gram charas from the possession of Harbans Singh of Bharmolli village during a naka at Bhadwar. He was arrested under the NDPS Act.

Chandigarh, January 21

Three people, including a sub-inspector of the Haryana Police, were arrested for allegedly possessing one kg of Methamphetamine, popularly known as “ice”.

They were nabbed by the Punjab Police’s Special Task Force (STF) on drugs, on the Patiala-Dakala road yesterday, SP of Mohali STF Rajinder Singh Sohal today said. Acting on a tip-off, a car with Haryana registration number was intercepted and during checking, Methamphetamine was found in it, the police said.

Pawan Kumar, a sub-inspector with the Haryana Police, and his two friends Ajay Kumar and Karamjit Singh were arrested, they said. They were bringing the contraband from Alwar to Punjab, the SP said, adding the accused have been booked under the NDPS Act. — PTI

The police arrested a drug peddler, Amarjit Singh of Mukandpur village near Dehlon, and seized 2 kg of heroin from his possession. They also impounded the car in which the drug was being smuggled. The contraband was hidden under the driver seat.

Amarjit’s two accomplices managed to escape. Addressing a press conference in Jagraon today, SSP Surjit Singh said Amarjit was arrested on a tip-off near the drain bridge outside Malak village.

Amarjit told the police that he moved to the US in 1988 with his family. Later, he returned to India and got involved in drug peddling to make a quick buck. He frequently visited India and used to bring heroin from J&K and supply it in Punjab.

Sleuths of the Counter Intelligence Wing nabbed two drug peddlers with a contraband worth Rs 1.65 crore, besides Rs 3 lakh in cash associated with the business.

Narinder Pal Singh Sidhu, AIG (Counter Intelligence) Ferozepur, said on Friday evening, during patrolling along the riverbed near Palla Megha village, sleuths of the CI wing nabbed two suspicious persons -- Gurdip Singh of Kilche Wala village and Ranjit Singh of Pachhadiyan village.

During their search, 310 gm of heroin worth Rs 1.65 crore, besides Rs 3 lakh cash was recovered from their possession. Sidhu said their third accomplice, Balwinder Singh, managed to flee from the spot. The AIG said Balwinder had agricultural land across the fence near the Shameke border outpost, from where he was running a drug smuggling racket.

“They were using a special tea kettle in which they smuggled drugs with the help of Pakistan-based drug smugglers.

The kettle has also been recovered. We are conducting investigations, said Sidhu. Meanwhile, the BSF troops also carried out a special search operation near the JN Mohammad border outpost between the border security fence and the international border. During the search, they recovered a plastic bottle filled with 500 gm of heroin from a field near the fence.

In the multi-crore Bhola drug racket, the Special CBI court here today forwarded a “letter of request” to the Ministry of External Affairs (MEA), seeking details of properties owned abroad by 18 accused in the case.

Special public prosecutor for the Enforcement Directorate (ED) Jagjit Singh Sarao said the “letter of request” was moved before the court in August 2017 under the PML Act, seeking details of properties owned by the accused in Canada and the UK.

Sarao said the request had been forwarded to the ministries concerned to open diplomatic channels with Canada and the UK to probe property details of the accused and provide the same to the Indian Government.

The ED suspected that the money generated from the drug trade had been parked in immovable and moveable assets within the country and abroad.

On Saturday, the court ordered investigation into the Canada-basedproperties of Anup Singh Kahlon, Ranjit Kaur, Manpreet Singh, Daljeet Singh, Sukhraj Singh Kang, Nirankar Singh Dhillon, Lehmbar Singh, Ranjit Singh Aujla, Amarjit Singh Koonar, Tony Parmod Sharma, Satpreet Singh, Pradip Singh Dhaliwal, Davinder Singh Narwal, Harmahinder Singh, Parminder Singh and Rai Bahadur Nirwal.The court also issued orders to probe UK-based properties of Madan Lal and Kulwant Singh.

The Shahpur police today arrested a 42-year-old man and seized 237 banned capsules (Spasmo Proxivan) from his possession.

Superintendent of Police, Kangra, Santosh Patial said Rakesh Kumar, a resident of Ladwara, was arrested near the Mundla-Ladwara link road. He had been booked under Section 18 of the Drugs and Cosmetics Act.

The Counter-Intelligence team of the police has arrested a Ugandan woman, Rogget Namotabi, with 1.5-kg heroin. The accused, based in Uttam Nagar (New Delhi), had concealed the contraband in capsules inside dead fish. It is a new modus operandi adopted by drug smugglers, the police said today.

Addressing the media here, IG Arpit Shukla, accompanied by Jagraon SSP Surjit Singh and AIG (Counter-Intelligence) HKPS Khakh, said a naka was laid on the Jagraon-Moga national highway yesterday after a tip-off.

The IG said Rogget was an accomplice of Michael, who was involved in the synthetic drug business. A poppy husk smuggler, Raja Singh alias Raju, lodged in the Nabha jail, had come in contact with Michael and struck a deal to supply synthetic drugs. He added that Delhi-based Manpreet used to arrange the drugs and sent the same to Rogget, who would further deliver the consignment to Raja’s friend Gurjant Jand, a resident of Daulewala in Moga district.

Shukla said Michael and Raja would be brought here on production warrants in the coming days. Teams have been formed to arrest Manpreet and Gurjant.
