Because Kilos aren't built in India , and Scorpenes are built in Mumbai.

That's Naval Dockyard.Look around you will find Rajput Class Destroyers , Minesweepers etc. They don't need to go to a shipyard. They are repaired at Dockyards.

HSL is a bit south of it .

This is the same bay area the HSL building is 100m south of it and in the Yard there was a mine sweeper at this time under construction so this sub is here. the repair area is between this place and HSL building.

Using @Sloth 22 words... hey Dimwitt ... There hasn't been any ToT for construction of Kilos in India. Only Mid life refit and that too so far only one Kilo has undergone this in india! that particular Hull is

HSL doesn't have big order right now.
May be constructing constructing replenishment oiler or other Utility and Special Mission ships..
