It's mostly just going on in India/Pakistan... Its not really accepted as holy night or something.
Apparently your destiny for the following year is programmed into your life on this day.
Mid-Sha'ban - Wikipedia, the free encyclopedia
Sunni observe Mid-Sha'ban as a night of worship and salvation, commemorating when Allah saved Noah's followers from the deluge. According to Sunni tradition, Allah determines the destiny of all people, including whether a person lives or dies, in the coming year. For this reason it is sometimes called the "Night of Emancipation".
Shias observes the 15th night of Sha'ban as Laylat al Bara'ah, night of worship and salvation. They also believe that on the 15th day of Sha'ban, 255 AH (868 CE), Muhammad al-Mahdi was born. Shia believe him to be the twelveth Imam and also the Mahdi, a very important figure who Muslims believe will unite all Muslims.
Many scholars and general people believe that Shab-e-Barat is not what it is believed to be. This belief is based on the fact that there is no mention of such a night in the Quran [2].
Some quote 44.3 of the Quran [3] to justify the Night from the Quran. However, reading the entire quote,
44.1 Ha. Mim. 44.2 By the Scripture that maketh plain 44.3 Lo! We revealed it on a blessed night - Lo! We are ever warning - 44.4 Whereon every wise command is made clear[4]
It demonstrates that this Night referred to in 44.3 is in fact the Night in which the Quran was revealed, which is the Laylatul Qadr[5] and not Laylatul Barat. Hence the concept of Laylatul Barat is somewhat disputed.
In the Indian subcontinent Muslims make sweets (especially halwa) to be given to the neighbors and the poor on the evening prior to the 15th of Sha'ban[6], but is deemed as an innovation to the faith by most scholars; some even consider it as a sin.
Even when hadiths are used to justify the night, many scholars have labeled such hadiths as weak (da'if)[7].
Some Muslims are not convinced with the idea that fate for the coming year is to be determined in this very night[8].
This night IS a holy night! One of the HOLIEST nights of all!
Would you please give some reference from Qur'an and/or Sunnah for what you have written? Because it is totally a new thing for me. I have been of the belief that Laila tul Qadr is the Holiest of all the nights for a Muslim. And my believe is based on the Quran, mentioning the night in Surah Qadr. I would love to be educated by a learned person like you. But, please, some reference from Qur'an and/or Sunnah, the two things left by our beloved Holy Prophet (Sallah o alaihi wassallam) to keep us on the right path.
There are many Ahaadith that have been narrated on the virtue of the 15th of Shabaan. One of them is the narration of Sayyiduna Muaadh ibn Jabal (Radhiallaahu Anhu) that Rasulullah (Sallallaahu Alayhi Wasallam) said,
Allah Taala turns to his entire creation on the fifteenth night of Shabaan and forgives all of them except one who ascribes partners to Him and one who harbours enmity in his heart.
(This Hadith has been recorded by Imaam Tabrani in his Mujamul Awsat Hadith6776 and Mujamul Kabeer vol.20 pg.108-109)
Imaam ibn Hibbaan (RA) has classified this narration as Sahih (authentic) and has included it in his book al-Saheeh. (see Sahih ibn Hibbaan vol.12 pg.482; Hadith5665).
Hafiz al-Haythami (RA) has mentioned that all the narrators of this Hadith are reliable. (Majma-uz-zawaaid vol.8 pg.65)
Besides this narration classified as Saheeh by Imaam ibn Hibbaan (RA), there is another classified as sound by Haafiz al-Munzhiri (RA) in his al-Targheeb (vol.3 pg.459). This narration is of Sayyiduna Abu Bakr (Radhiallaahu Anhu) and is recorded by Imaam Bazzaar (RA) in his Musnad. In fact, Hafiz ibn Hajar (RA) has also classified one of its chains as Hasan (sound). (al-Amaalil mutlaqah pgs.119-120)
Besides the above, there are many other Sahaaba (Radhiallaahu Anhum) that narrated Ahaadith regarding the merit of this night, such as: Abu Hurayra (Musnad al-Bazzaar), Abu Thalabah (Shuubul Imaan), Awf ibn Maalik (Musnad al-Bazzaar), Abdullah ibn Amr ibn al-Aas (Musnad Ahmad Hadith6642), Abu Moosa al-Ashari (ibn Majah Hadith1390; Shuubul Imaan Hadith3833) and others. The collective strength of these narrations cannot be refuted.
The general virtue of this night has been accepted by many great Ulama of the past. From among many great scholars which have agreed to the virtue of this night are: Umar ibn Abdul-Aziz, Imaam al-Shaafiee, Imaam al-Awzaaie, Attaa ibn Yassaar, Imaam al-Majd ibn Taymiyah, ibn Rajab al-Hambaliy and Hafiz Zaynu-ddeen al-Iraaqiy (Rahmatullaahi alayhim) refer Lataiful Maaarif of Hafiz ibn Rajab pgs.263-264 and Faydhul Qadeer vol.2 pg.317
In fact, Hafiz Ahmad ibn Taymiyah [ra] has said,
As for the middle night of Shabaan, there are various narrations that have been narrated regarding its significance and it has been reported from a group of the Salaf (predecessors) that they performed Salaat in it individually, hence, such a deed cannot be disputed.

Moulana Abdur Rahman Mubarakpuri writes in the commentary of Tirmidhi, "The sheer number of Ahaadith regarding this night serve as proof against those people who refute the excellence of this night". [Tuhfatul-Ahwazi. vol 2. pg 53].

Another quote from Shaykh Ibnu Taymiyyah: "So many Ahaadith and reports exist regarding the excellence of the fifteenth night of Shabaan that one is compelled to accept that this night possesses some virtue". Some of the pious predecessors used to specially devote this night for Salaat. [Faydhul-Qadeer. vol 2., pg 317].
What sect? Wahabis?You could NOT be further from the truth! Just because your sect does not observe this doesn't mean that you can say this is only in South Asia and its not a holy night! LOL! That is ridiculous!
