Chuck Hagel said the near-miss could "set off some eventual miscalculation"

BBC News - Hagel: China warship action 'irresponsible'

China was "irresponsible" and "unhelpful" during the near-collision of a US warship and a Chinese naval vessel, the US Defence Secretary said.

Chuck Hagel said the Chinese boat cut in front of USS Cowpens on 5 December, and described the act as "incendiary".

China, who described the incident as an "encounter", said the incident was handled with "strict protocol".

It has been described as the most serious Sino-US confrontation in the South China Sea since 2009.

The US said its guided missile cruiser was operating in international waters when a Chinese navy vessel forced it to take evasive action.

But China claims parts of the South China Sea, and state-run newspaper Global Times quoted an expert as saying that the US boat had been "harassing" China's aircraft carrier, the Liaoning, as it carried out drills.

Mr Hagel told reporters: "That action by the Chinese, cutting their ship 100 yards [91m; 300ft] out in front of the [USS] Cowpens, was not a responsible action."

He said the incident was "the kind of thing that's very incendiary, that could be a trigger or a spark that could set off some eventual miscalculation."

"Some kind of a mechanism" was needed "to defuse some of these issues as they occur", he added.

In a statement on Wednesday, China's defence ministry said the two ships met during a "routine patrol" by one of China's naval vessels.

"The Chinese naval vessel strictly followed protocol and handled the incident," it said.

"The two defence departments used normal working channels to stay informed about the situation and communicated effectively."

The Liaoning - which is China's first aircraft carrier - was making its first voyage into the South China Sea, an area in which Beijing has multiple overlapping territorial claims with South East Asian nations.

The incident came amid tensions after China established an air defence identification zone (ADIZ) over a swathe of the East China Sea, including disputed islands controlled by Japan.

Well the imps are trying to show off their new fleet well its just typical for them to accuse of people like its America fault.

. . .
And your running out ideas now your just silly with cheap knock knock jokes who is the fool here? stupid imp

.
So U.S. action is responsible then???

So when U.S. fleet has exercises, China can send her ships to do the same towards U.S. as well???

What a mindless arrogant retard comment here.

BEIJING, May 16 (UPI) -- China Thursday announced the start of its annual 10-week fishing ban "in most parts of the South China Sea" for rehabilitating marine resources.
"Foreign boats will also be strictly banned from fishing in the area during the period," China Daily quoted Wu Zhuang, director of the South China Seas Fishery Bureau under the Ministry of Agriculture, as saying.

China claims sovereignty over much of the sea, which has become a source of concern among its smaller neighbors, some of which also have overlapping claims.

Last year, China's fishing ban was not recognized by some of these countries as they said it extended into their territorial waters.

In Thursday's announcement, Chinese fishery authorities said the marine and fishing department in the Hainan Island province had moored 9,007 locally registered fishing vessels, the official Xinhua News Agency reported.

The report said the fishing ban, which has been in place since 1999, will last through Aug. 1 this year, covering areas north of the 12th parallel, including Huangyan Island but excluding most of the Nansha Islands. Provincial fishing authorities said fishing vessels with Nansha Islands fishing permits will not be affected by the ban.

The Nansha Islands are Chinese names for part of the disputed islands that include the Spratlys in the South China, which are also claimed by Vietnam.

Wu said fishing equipment will be confiscated and fishermen will be expelled if foreign boats are found fishing in the area.

"In the past, we have found some foreign boats entering the region to fish during the period of the ban. We will strengthen monitoring efforts to prevent any foreign boats from entering the area," Wu said.

The next time when Vietnam has her military drills, we'll send ship to spy on your navy. Makes sense, doesn't it?

As long as you operate in the international sea region, it's no problem ...
But as I know you called the sea region 2000 km far away from your coast is UNDISPUTED TERRITORY

It's a lip service!

It's like snooping girl's panty in front of her house. Get caught, and blamed the girl for intruding personal freedom in public space.

It was snooping Chinese aircraft carrier in near Hainan. Get caught, and blamed the Chinese for intruding freedom of navigation in international water.

It's time for China to send ships to snooping US's aircraft carrier near California. I want to know what kind of lip service US will say about it.

show us anything called "near Hainan" and "not international water"

actually, the Cowpens replied to Chinese that "it's international water region"
Chinese did not show anything called "their territorial water", if it's theirs, they have the right to use firearm as warning

Yes, I wrote near Hainan.

I also want to know what US will said, if China did the same thing, near California or near New York for example.

You could see what the JCG and KCG actions to Chinese fishboats.

I have to say
Korean Coast Guard are too gentle to illegal fishboats from China
IN COMPARing to what the Chinese did to other nation fishboats in the international water
