There are several ways to achieve competency in a particular tech/ product development

- Invent your own wheel
- Joint venture and produce under license and eventually develop your own
- Steal or buy (behind doors) info required for development

Last option my seems unethical in our world, but when it comes to national security no thing is unfair and every country/ countries are indulged in such activities in a form or other.
