Creating a sin city won't really do any good. With gambling and casinos comes crime and corruption, which Pakistan currently is not lacking in however the goal should be to keep a brand new city clear of such elements.

We have mountains in the north, desert in our s.east, we have a sea at our south...

We have what the world calls the cradle of Civilization (Harappa an Mohonjo Daro), we have the Ranikot fort

We have exotic cultural dances
songs

pottery making (Hack I paid some 30 Euros for some god ugly pottery from Helsinki and some 35 Euros for one from Murano, Venice and each was no bigger than my palm!)

We have lace and other traditional cloth making / shawl making skills - I paid some 30 plus euros to get a small piece of "Burano (Venice) lace"

We have other skills to showcase which people would love to see!

I love going to fairs in Europe helps me see what attracts people...I went to one in Helsinki where I saw people doing iron work in the open ...another one was doing the clay handicraft with kiln and all another was doing some glass work! Man we have all these and mind you in Pakistan I have literally bought handicraft much finer work and for relatively less! (my parent's home is literally full of handicrafts from Pakistan)

We have colourful fabrics (most of the things in Europe come in black, brown and grey unless its summer time but even then you would wonder if they know what fashion really is )

We have really lovely everything! Roam around Pakistan and experience the treasures

actually law and order is better in countries with sharia.
saudi arabia, iran ect… lowest crime rates in the world.

Just because crime is not reported and serious human rights violations are not considered "crime" in these countries does not mean that they have lowest crime rates !!

thats fine but if it spreads it should tell you one thing, and that is that the people want it.
don't forget everybody on earth is answering for their own sins and deeds, allah didn't make us the morale police for any other person. if somebody wants to drink or gamble its non of my business, all i can say is to them is that its unislamic and that you shouldn't do it but i would leave it up to the person. have all of pakistan under sharia will not preserve islam, islam will preserve it self.

Wouldn't it deprive people who are not liberal from the liberty of residing in Gwadar?. You haven't answered my question as if to why a small cancer kills an entire body.
