ISLAMABAD:

Following in the footsteps of its predecessor, the Pakistan Tehreek-e-Insaf (PTI) government on Tuesday notified the imposition of heavy regulatory duties on the imports of more than 570 products.
The step was taken to discourage their imports and generate additional minimum revenues of Rs20 billion.

The Federal Board of Revenue (FBR) issued the notification a month after the federal cabinet approved imposing duties on items that include cheese, vehicles, mobile phones fruits and vegetables.

The additional revenue of over Rs20 billion that the government will generate this year by charging higher duties is part of Rs91 billion new taxes imposed through the mini budget.

The government has not even spared Christmas trees and baby bicycles from the levy of duties, also describing these items as luxury.

Through the Statutory Regulatory Order 1265, the FBR has targeted 570 tariff lines as part of the measures to curb the imports in an effort to lessen pressure on the external sector.

The development came despite the fact that all such measures have failed to yield the desired results in the past and the country booked a record current account deficit of $18 billion in the last fiscal year.

The duties will be charged over and above the up to 22% customs duties rates that will adversely hit the prices of the goods.

Out of 570 tariff lines, the FBR has introduced duties on 80 items for the first time. Those are live animals, meat, fish, eggs, paper and paper board, motorcycles, bicycles that will now be subject to 5% to 10% of duties, according to the FBR.

On the remaining items, the FBR has significantly increased the duties. Some of the items are fish frozen & fish fillets, cheese, curd, fruits and nuts, juices, tobacco, motor cars.

I agree, but I think under the dire economic circumstances, we need to do something to curb imports.

Also i don't think government should be making cheese, this is where the awam should step in. People should be using this opportunity to make and sell cheese.

Only if wishes were horses!!
An excellent suggestion, may be someday some one with authority to do something about it will think about these things. However, imposing import duty is a good short term measure. I would say they should increase price of cigarettes by 4-5 times, same for mobile and other luxury products (50% increase may be)

Such measures are effective only if smuggling can be controlled.

Not sure if smuggling is at the level it used to be! Not this gov. but for some time now, the smuggling is under control and very limited as per my information. In fact, there used to be huge markets in every major city selling smuggled goods but we don't see lot of that any more.

its not that simple.

First we have to move toward corporate dairies to improve standard and efficiency.
Second Corporate prefer imported Cow due to High Milk Production but controlling temp is an issue.
Third its not much attractive in Pakistan if you only want to sell RAW MILK to third party or directly.

The higher the taxes imposed, the greater the economic incentive to increase smuggling. There is no escaping this fact. Smuggling is lower now more due to the relative lack of this incentive, and likely to go back up if this incentive increases.

Your firat point is valid but what has the government been doing since 1947
2nd point buffalo milk produces buffalo mozarella. Cows dont come into it
Third point...thats why govenment need to intervene as private enterprises are just greedy bastards. Give a fair price and make the cheese and sell it abroad at a huge margin. Everyone wins

Tariffs will encourage local production of these products, camel milk and cheese are the new magic food in the international market these days and Pakistan have large number of camels

It will effect negatively unless smuggling isn't controlled. BTW why government isn't banning Indian products completely coming via UAE and smuggled from Afghanistan and Iran?

PTI need to curb smuggling instead of increasing taxes. Billions are lost just by smuggled Irani oil.
