Prime Minister Sheikh Hasina today announced to abolish all sorts of quota privileges in the public service amid students’ nationwide demonstration demanding reforms in the recruitment system.
“The quota system will be scrapped as the students do not want it,” the premier said while addressing at the parliament this afternoon.

The prime minister’s announcement came amid demonstration of students across the country demanding reformation of the quota system. The students of public and private universities across Bangladesh have been demonstrating to press home their demand since Sunday.

Sheikh Hasina however said the government will make a special arrangement for ethnic minorities and physically challenged people in the public service recruitment system.

Hasina said she wants to scrap all sorts of quota privileges to avert repeated movement of students and public sufferings. “We don’t want that students will stage demonstration again and again boycotting their class and examinations for the quota reform,” Hasina said.

“If the quota system is reformed, another group will come up with demand for quota reform again. So, the quota system should be abolished, I think,” she said replying to a supplementary question by Awami League lawmaker Jahangir Kabir Nanak in the House.

She also urged the students to return their classes withdrawing the demonstration.

About the attack at Dhaka University vice chancellor’s residence on Sunday, she said no student can carry on such attack on their teachers. “The attackers are not eligible to be students,” she said.

The premier also gravely condemned the attack on the residence of Dhaka University vice chancellor and said the attackers must face music. “We cannot accept such big crime.”

The law enforcers have already started investigation to find out the attackers, she said.

বাংলাদেশে কোটা পদ্ধতির সংস্কার নিয়ে যে আন্দোলন হচ্ছে সেটা নিয়ে আজ বুধবার সংসদে এক প্রশ্ন উত্তর পর্বে প্রধানমন্ত্রী শেখ হাসিনা বলেন এখন থেকে সব কোটা পদ্ধতি বাতিল।

তিনি বলেন "কোটা পদ্ধতি থাকলেই এ ধরণের আন্দোলন হবে বার বার হবে। প্রতিবন্ধী বা ক্ষুদ্র-নৃগোষ্ঠী যারা আছেন তাদেরকে আমরা অন্যভাবে চাকরীর ব্যবস্থা করে দিতে পারবো।"

তিনি বলেন "সংস্কারের কথা বলতে গেলে... আবার কয়েক দিন পরে এসে আরেক দল এসে বলবে আবার সংস্কার চাই। তো কোটা থাকলেই হল সংস্কার। আর না থাকলে সংস্কারের কোন ঝামেলাই নেই। কাজে কোটা পদ্ধতি থাকারই দরকার নেই। আর যদি দরকার হয়, তাহলে আমি বলে দিয়েছে আমাদের কেবিনেট সেক্রেটারি আছে, কমিটি আছে, সংশ্লিষ্ট ব্যক্তিরা আছে তাদের নিয়ে তারা কাজ করবে"।

ঢাকা বিশ্ববিদ্যালয়ের ভিসির বাসায় হামলার তীব্র নিন্দা জানান তিনি।

প্রধানমন্ত্রী বলেন "আমরা যে শিক্ষার সুযোগ দিয়েছি, সেই শিক্ষা গঠনমূলক কাজে ব্যবহৃত না হয়ে, এখন গুজব ছড়ানোর কাজে ব্যবহৃত হচ্ছে"।

কোটা সংস্কারের দাবিগুলো কী ছিল?

কোটা সংস্কারে গত ১৪ ফেব্রুয়ারি থেকে ৫ দফা দাবিতে আন্দোলন করে আসছেন শিক্ষার্থীরা। 'বাংলাদেশ সাধারণ ছাত্র সংরক্ষণ পরিষদ'এর ব্যানারে যে পাঁচটি বিষয়ে কোটা সংস্কারের দাবিতে আন্দোলন চলছে সেগুলো হল -

•কোটা-ব্যবস্থা ১০ শতাংশে নামিয়ে আনা (আন্দোলনকারীরা বলছেন ৫৬% কোটার মধ্যে ৩০ শতাংশই মুক্তিযোদ্ধাদের জন্য বরাদ্দ। সেটিকে ১০% এ নামিয়ে অঅনতে হবে)

•কোটায় যোগ্য প্রার্থী পাওয়া না গেলে মেধাতালিকা থেকে শূন্য পদে নিয়োগ দেওয়া

•সরকারি চাকরিতে সবার জন্য অভিন্ন বয়স-সীমা- ( মুক্তিযোদ্ধার সন্তানদের ক্ষেত্রে চাকরীর বয়স-সীমা ৩২ কিন্তু সাধারণ শিক্ষার্থীদের জন্য ৩০। সেখানে অভিন্ন বয়স-সীমার দাবি আন্দোলনরতদের।)

•কোটায় কোনও ধরনের বিশেষ পরীক্ষা নেয়া, যাবে না ( কিছু ক্ষেত্রে সাধারণ শিক্ষার্থীরা চাকরি আবেদনই করতে পারেন না কেবল কোটায় অন্তর্ভুক্তরা পারে)

•চাকরির নিয়োগ পরীক্ষায় একাধিকবার কোটার সুবিধা ব্যবহার করা যাবে না।

কোটা সম্পূর্ণ বাতিল করলে তা সংবিধানের ২৮(৪), ২৯(৩)(ক) অনুচ্ছেদের সাথে সাংঘর্ষিক হবে। ফলে সুপ্রিমকোর্ট এ রিটে বর্তমান কোটা ব্যবস্থা ফিরে আসবে।

পরেরদিনই হাইকোর্টে রিট হবে। হাইকোর্ট স্থগিতাদেশ দেবেন। এরপর আর আন্দোলন করার কিছু থাকবে না। আদালতের ওপর তো কথা বলা যায় না।

সুতরাং আমরা কোটা সংস্কার চাই,কোটা বাতিল নয়।
বিলোপ নয়,সংস্কার চাই!

The nationwide protests for quota reforms have culminated in the overall repealing of all quotas in government jobs

Prime Minister Sheikh Hasina has announced repealing the various quotas from government jobs at a Jatiya Sangsad session on Wednesday afternoon.

The premier also declared that in lieu of quotas, disadvantaged groups like people with disabilities and people from indigenous groups will avail different facilities for fair representation.

MP Jahangir Kabir Nanok asked the prime minister for her response to the demands for quota reform. He also condemned the attack on Dhaka University Vice-Chancellor Prof Akhtaruzzaman, and called it “an attack which dwarfs the Pakistani assault on the night of March 25.”

The Dhaka-13 MP had further noted that several factions are actively working to undermine the state of things, and asked PM Hasina to clarify.

The PM began her statement by noting the priority the government gives education.

She said: “We have established universities, extended scholarships to students. A developed country is built on an educated population, education is our top priority.”

The prime minister also stated that she had instructed Obaidul Quader, minister of road, transport and bridges, as well as the Awami League general secretary, to mediate with the protesters. She also mentioned instructing Finance Minister AMA Muhith to examine the possibilities of reforming the quota.

“In spite of the government’s assurances, the protests maintained. If they are going to protest against quotas so much, there might as well be no more quotas. Students have wasted a lot of time protesting on the roads – their own time and other citizens. They should go back to their classes and sit for exams.

“All BCS candidates have merit. The quota system served to represent underprivileged groups in the public sector, to give them a fair chance. Quotas for women, indigenous groups, and people with disabilities ensured their participation. But, as the protests have persisted, all quotas will be scrapped. We will try to include people with disabilities and indigenous people via different channels,” the prime minister continued.

Currently, 56% of all jobs in the public sector are reserved for quota groups, while 44% is from the merit list. The protesters have expressed their dissatisfaction with the quotas which exclude a large number of candidates.

Accountability for attack on DU VC home
PM Hasina also said that the students will have to cooperate in identifying the people who attacked the Dhaka University vice-chancellor’s house.

“Furthermore, the attack on the VC of the largest university in Bangladesh is an unprecedented, heinous act. Whoever carried out the attack, could not have been DU students in my opinion. I cannot imagine any student entertaining the notion of assaulting their teachers.

I love this new development. They are not just leaving the others completely stranded. Govt will provide them other opportunities like education expenses and everything. This will ensure that merit based ones only gets the job all the while the former quota recipients have other means to show they have the merit if they actually do have it. In that case non-merit ones wouldn't get in even if they receive free education.

Great work Hasina! Instead of lowering to 10 or 15% you introduce this. Why didn't I think of this before? Or anyone of the protesters! Damn.

I am seriously impressed with whoever came up with this, whether it was Hasina or her cabinet member!

Well finally quota is abolished. But our pm became emotional with motherly emotion toward protestor students ,that touches my heart.
Despite her lots of faults I really like and respect this old lady very much.
I hope she will lead Bangladesh to prosperity at faster pace, as she is doing now .

It is the wisest and most acceptable decision. However, I do not understand why a PM has the power to cancel the system without consulting even her Cabinet ministers and also without raising the issue in the Parliament. Is Bd a dictator or democratic country?

I love this new development. They are not just leaving the others completely stranded. Govt will provide them other opportunities like education expenses and everything. This will ensure that merit based ones only gets the job all the while the former quota recipients have other means to show they have the merit if they actually do have it. TBH this idea is present among the protesters as a sentiment. if you asked any protester about FF quota, he/she would directly say, give freedom fighters money/house as much as you wish to, but their children/grandchildren shouldn't get preference in job market, they should earn it by merit.

But they wouldn't put it as demand for obvious reasons. Cuz if they do so that they will instantly be labeled by the BAL as 'razakarer baccha' like Motiya did.

We are actually have party head type govt. whatever party head tells everyone agrees.

Lets not get ahead of ourselves. For it to take effect, revisions to the constitution would be required. Was that mentioned anywhere?

If not, then it would be a really cunning move on the PM's part as she would win the hearts of millions of students by abolishing the quota system, only for it to be overruled by high court writ (this keeping her core supporters content) and meanwhile the movement would die off during the potentially lengthy process.
