And the domestic production is not quite able to keep up with the consumption, so Bangladesh needs to import cotton yarn from other countries to cover the shortfall. Most of the imports come from India because its the second cheapest option available(1st is domestic production) for Bangladesh importers.

Yarn imports in CY 2010 are estimated to increase to 220,000 tons from 210,000 tons in CY 2009 due to increased demand from the RMG sector. Yarn imports in CY 2011 are forecast to decrease to 200,000 tons due to increasing domestic yarn production. India continues to be the principal supplier of yarn to Bangladesh with about 75 percent of the market share.Fabric imports in CY 2011 are forecast at 2.30 billion meters, slightly higher than the estimated 2.26 billion meters in CY 2010 on continued strong RMG demand for the export market. China continues to be the principal supplier of imported fabrics, with a share of around 74 percent due to its price advantage in quality categories.
Fact is our spinning sector creates more money, more jobs than our local weavers and also brings more foreign currency. It was mainly a doing of India pressuring Haseena. My family owns one of the largest textile and one of the biggest spinning mills in Bangladesh, trust me, i know the reality better than you.
Firstly the data is not outdata. Its the latest available. Also the yarn produced in India and China is cheaper than the Bangladeshi ones. Which is why garment factories in Bangladesh continue importing it from these countries. On top of that Bangladesh doesn't have enough infrastructure in place to meet the growing demand for cotton yarn and fabric. Which is why importing it from countries like India and China is a must RMG sector of Bangladesh. Its no rocket science.

The SAFTA agreement came into force on 1 January 2006 and is operational following the ratification of the agreement by the seven governments. SAFTA requires the developing countries in South Asia (India, Pakistan and Sri Lanka) to bring their duties down to 20 percent in the first phase of the two year period ending in 2007.
